February 17, 2004 Re: Proposal of Mesa Air d/b/a Air Midwest Cordially submits a proposal to provide Essential Air Service to Alamosa, Pueblo, and Cortez Colorado. Mesa proposes to submit a combination of one stop and non stop service between Alamosa, Pueblo, and Cortex airports with two and three round trip options each weekday, and two round trip options each weekend to Denver and Phoenix. We are also proposing options to Albuquerque with trips daily. All flights will be operated with a pressurized turboprop Beech 1900 D aircraft with 19 seats. The selection of Mesa Air Group Inc. d/b/a Air Midwest combined with the extensive route structure America West and United would provide the best service within the future of the program. The selection of Mesa would not only be an upgrade in air service, but will also help continue the growth within the community. Miguel Mojica OST-96-1023 - Amendment to Its Certificate of Public Convenience and Necessity February 24, 2004 Motion for Confidential Treatment Pursuant to Rule 12 Since its September 17, 2003 request, Gulf & Caribbean has on three occasions provided additional information to the Department to enable it to assess the fitness of the carrier to conduct operations with large aircraft. Most recently, by letter dated January 20, 2004, Gulf & Caribbean provided a detailed list of the flights it had conducted between April 2002 and December 2003 using a Convair 580 aircraft leased from the IFL Group, Inc. The detailed flight information, which is the subject of this Motion, was submitted in response to the Department's inquiry concerning whether the carrier had undergone a substantial change in its operations after its acquisition in 2003 by Air Apparent, LLC. On February 13, 2004, the Department requested that Gulf & Caribbean file the January 20, 2004 letter in the above referenced Docket and submit a Rule 12 motion if Gulf & Caribbean desired confidential treatment for the flight information. In your e-mail you note that G&C aircraft, according to the FAA, have been operating out of Pontiac, Michigan and that this information would indicate that the operations of G&C may have changed since its acquisition in 2003 by Air Apparent. Initially Gulf Air and United plan to implement their codesharing arrangement via connections between United and Gulf Air flights at London. The reports would be required of all intra-Alaska carriers intending to qualify for the carriage of bush mail from the Postal Service. Written comments should be submitted by April 26, 2004. As Congressman Regula noted, once AirTran obtains additional DCA‑ATL slots, it will be in a position to enhance service to other small communities including Akron‑Canton Airport. As Congress stated in Vision 100, within the perimeter DCA slots should be allocated to promote air transportation by limited incumbents, support service in small communities, and to provide the maximum competitive benefits, including low fares. Transportation services proposed by Sundance Air Venezuela are substantially identical to those it performed between Venezuela and the United States during the past year, i.e., charter transportation of cargo using wet leased aircraft. The Direccion General de Transporte Aéreo of the Republic of Venezuela has authorized Sundance Air Venezuela to conduct international cargo operations pursuant to a wet lease arrangement with Sundance Air, Inc., a U.S. air taxi operator. In like manner, the Federal Aviation Administration has issued Operations Specifications to Sundance Air, Inc. authorizing the company to provide wet lease operations for Sundance Air Venezuela. Sundance Air Venezuela continues to wet lease Beech 1900C and Beech 99C aircraft from Sundance Air, Inc., a U.S. air taxi operator. US Airways is also applying herein for route integration authority to combine this exemption authority with US Airways' other authorities. US Airways plans to serve Turkey and Portugal, respectively, from the United States via Germany pursuant to its code-sharing agreement with Deutsche Lufthansa AG. As the Department is aware, US Airways has entered into a code-share agreement with Lufthansa whereby US Airways places its code ("US") on certain flights operated by Lufthansa and Lufthansa places its code ("LH") on certain flights operated by US Airways. US Airways already has broad beyond-Germany authority for codesharing with Lufthansa. See Amended Notice of Action Taken, October 16, 2003 (Docket OST-03-15946).
