There is no justification for suspending the Department's long‑standing practice of annually issuing mail rate show cause and final, rate‑setting orders. ATA members do not oppose the meeting that the Postal Service proposes. It, however, can only be regarded as a preliminary step; the meeting's limitations must be clearly understood. It cannot be considered an acceptable substitute for the procedural protections that title 49 of the U.S. Code and the Department's regulations create. Moreover, the meeting will not produce the comprehensive examination of current Departmental ratemaking methodology that would occur if the Department were to initiate a formal proceeding in this docket. Finally, the usefulness of such a meeting will depend in large measure upon the adequacy of the preparation for it. A meeting consequently should have a detailed agenda, carriers should have sufficient notice to prepare for it, and the Department, consistent with its statutory authority, should actively facilitate the meeting.
