OST-1997-2446 - Between Torreon, Mexico, on the one hand, and Los Angeles, California, on the other.

OST-2001-9359 - Between Puerto Vallarta, Mexico, on the one hand, and Los Angeles, California, on the other.

Successfully engaged in transporting persons, property and mail within Mexico since 1967. Aero California is headquartered at La Paz, Baja California Sur International Airport. With its fleet of DC-9 aircraft, Aero California currently provides service between points throughout the Baja California Peninsula and numerous other points within Mexico, and has provided service between such points, on the one hand, and Los Angeles, CA, on the other. Aero California is currently working toward restoration of service in the next several months between certain points in Mexico for which it seeks renewal of exemption authority and Los Angeles, CA. To that end, Aero California is in the process of making arrangements for the restoration of service, including hiring personnel.

Motion for Confidential Treatment

Blue Line, a foreign air carrier of France, hereby applies for an exemption and a foreign air carrier permit authorizing Blue Line to provide: (a) charter foreign air transportation of persons, property and mail from points behind ED Member States, via the EU Member States and intermediate points to any point or points in the United States and beyond; (b) charter foreign air transportation of persons, property and mail between any point or points in the United States and any point or points in the European Common Aviation Area; and (c) other charters pursuant to the prior approval requirements set forth in 14 C.F.R. Part 212.

Blue Line's current fleet consists of two Fokker 100 aircraft and two MD-83 aircraft. Blue Line's fleet is based at Paris - Charles de Gaulle International Airport. Blue Line intends to conduct passenger charter operations to the U.S. with its MD-83 aircraft, which have two cabin configurations: one configured with 167 seats and one with a "VIP" configuration of 60 first class seats. Blue Line now provides passenger charter operations on behalf of major European tour operators and also conducts ACMI wet lease operations for several European air carriers. In addition, Blue Line conducts VIP ad hoc passenger charter flights throughout Europe, as well as between Europe and the Middle East and West Africa.

Blue Line is a French air carrier wholly-owned by French nationals. Blue Line is licensed by the French Direction Generale de L'Aviation Civile and its proposed U.S.-Europe charter services are consistent with the U.S.-EU Air Transport Agreement that becomes effective on March 30, 2008. Blue Line was established in January 2002 and started operations in May 2002.

Motion for Confidential Treatment

Cargo B Airlines NV/SA hereby applies for an exemption and a foreign air carrier permit authorizing Cargo B to engage in: (a) foreign scheduled and charter air transportation of property and mail from any point or points behind any Member State of the European Union, via any point or points in any EU Member State and via intermediate points, to any point or points in the United States and beyond; (b) foreign scheduled and charter air transportation of property and mail between any point or points in the United States and any other point or points worldwide; (c) other cargo charters pursuant to the prior approval requirements set forth in the Department's regulations governing charters; and (d) transportation authorized by any additional route rights made available to European Community carriers in the future, to the extent permitted by Cargo B's homeland license on file with the Department.

Cargo B Airlines NV/SA is a new Belgian all-cargo airline that introduced service with its first B-747-200 freighter in October 2007. The Company initially commenced scheduled all-cargo services between Brussels and points in Africa (including Libreville, Gabon; Johannesburg, South Africa; Nairobi, Kenya; and Cairo, Egypt) and, with the delivery of its second B-747-200 freighter, added service to Dakar, Senegal and points in South America (including Sao Paulo/Campinas, Brazil; and Latacunga, Ecuador) via the Caribbean (Bridgetown, Barbados). Cargo B is eager to add points in North America to its unique cargo network, particularly in anticipation of the delivery of its third B-747-200 freighter in April 2008. To that end, in order to provide Cargo B with the flexibility to add scheduled and charter service to and from the United States, the Applicant is seeking the full scope of DOT authority available to EU all-cargo carriers under the EU-U.S. open-skies agreement.

Cargo B plans to introduce service to one or more U.S. points as part of its weekly scheduled cargo flight rotations between Brussels and points in South America and the Caribbean. Cargo B also seeks the opportunity to operate occasional all-cargo charter flights to the United States in response to the requirements of shippers, and to exercise other route rights available to EU carriers under the EU-U.S. open-skies agreement. Cargo B has been providing freighter service of comparable character to points in Europe, Africa, the Middle East, South America, and the Caribbean since initiating operations late last year, and the Company is fully prepared and qualified to expand its service offerings to points in the United States.

Thank you for the opportunity to provide comments on the Essential Air Services proposal for the Venango County Regional Airport. Upon review of the proposal submitted by Gulfstream International Airlines to provide air carrier service to Franklin/Oil City we wholeheartedly endorse and support this proposal.

Pennsylvania State Senator in Support of Gulfstream International Airlines

I am writing to strongly support the proposal by Gulfstream International Airlines to provide subsidized air service at DuBois and Franklin/Oil City, Pennsylvania.

The Venango Regional Airport is within my Senatorial District and I recognize what a valuable asset it is to the economic viability of our region. Unfortunately, as you know, ten months ago the present air carrier gave notice that they are withdrawing from subsidized air service to several locations, including Franklin/Oil City.

Since starting service in August 2007, Virgin America has delivered on its promises to bring new jobs, new aircraft, increased competition, and enhanced air service to the greater San Francisco and Los Angeles areas. It has raised the bar on innovative, fun service to the traveling public.

I would like to express my disagreement with American Airlines' position with relation to Spirit Airlines. American claims that there is no need for additional service to Colombia from South Florida and that Miami is enough to serve the region. As a citizen of South Florida, I disagree and re-affirm the need for direct service from Fort Lauderdale to Colombia. In addition to tourists and business people of both countries, Spirit has committed to serve the vast Colombian immigrant population resides in Broward and Palm Beach counties. The Fort Lauderdale area in addition to Palm Beach should be afforded the opportunity to an alternative other that American Airlines and Miami International Airport.

As a regular citizen, I praise the DOT for it's decision in allowing both Low Cost Carriers Spirit Airlines and jetBlue Airways to initiate operations in markets once restricted to major carriers. This will enable more competition and more options to the benefit of the population. I further request that Spirit Airlines be granted access the Medellin, Colombia from it's Fort Lauderdale hub.
