OST-2007-27781 - Exemption - Mexico City-Minneapolis; Mexico City/Guadalajara-Seattle March 18, 2008 Application for Renewal of Exemption Authority Aeromexico seeks renewal of its exemption authority to provide service between Mexico City and Minneapolis; Mexico City and Seattle; and Guadalajara and Seattle. The authority was granted by Notice of Action Taken, dated April 18, 2007, and currently is set to expire on April 18, 2008. Aeromexico currently is serving the Mexico City-Seattle market with daily nonstop round trips with B-737 aircraft. The response to the service has been satisfactory and Aeromexico wants to continue the service for another year. Although Aeromexico is not serving the other two routes on a nonstop basis, it wants to renew the authority so it may offer such service when circumstances warrant. OST-2007-27999 - Exemption - Guadalajara-New York (JFK) March 18, 2008 Application for Renewal of Exemption Authority Aeromexico seeks renewal of its exemption authority to provide service between Guadalajara and New York (JFK). The authority was granted by Notice of Action Taken, dated April 26, 2007, and currently is set to expire on April 26, 2008. Although Aeromexico currently is serving the Guadalajara-New York market with multiple weekly one stop flights with B-737 and MD-80 aircraft, it wants to renew the exemption so that nonstop service may be instituted when warranted by traffic volumes. March 17, 2008 The Aleut Corporation in Support of Alaska Airlines TAC continues to work with Alaska Airlines to find ways to increase payloads to and from Adak. The logical answer lies with integration of military logistical needs in Western Aleutians into existing scheduled Alaska Airlines service. It has been a goal of TAC to have Alaska Airlines utilize Cold Bay as a regional hub. Alaska Airlines is the best option to choose for achieving economic momentum in the Western Aleutians. The growth potential for Adak and Western Aleutians is very bright and Alaska Airlines offers the very best alternative. Given the lack of any road system connecting our extremely remote community with the rest of the state, Adak is particularly isolated. Accordingly, The Aleut Corporation is extremely dependent on reliable air access. Thus, Alaska's twice weekly jet service with its specialty modified B737-400 "combi" aircraft provides essential passenger and freight service to our rural community in Adak. Alaska Airlines has provided this access very capably and reliable, which is especially critical for the delivery of perishables and other time sensitive products and mail. By: CEO, Troy Johnson
March 17, 2008 Chenega Corporation in Support of Alaska Airlines The Alaska Airlines proposal offers the best solution to air service for Adak. Given the vast distances involved over water to serve Adak from Anchorage jet service offers the most reliable and safest method of service. Our company will be providing security services to the Ground Based Missile Defense Agency in support of the SBX. Oceanair's proposed service will be daily roundtrip scheduled combination service operating nonstop between Sao Paulo and Los Angeles with Boeing 767-322 ER aircraft. The aircraft will have a seating of capacity of 203 seats in two-class configuration. This service is planned to commence within sixty days of receiving necessary authorizations from the Department and other relevant U.S. agencIes. As indicated below, Oceanair has in its fleet the Boeing 767 aircraft to operate this service. As indicated above, Oceanair will operate the Sao Paulo-Los Angeles service with Boeing 767-322 ER aircraft in its current fleet. Oceanair was founded in 1998 as an air taxi company to operate services for oil companies in Campos Basin of Brazil. Oceanair began to operate scheduled services in 2002 between Sao Paulo, Rio de Janeiro, Macae and Campos. Currently, it operates extensive services in Brazil with operations at Santos Dumont Airport in Rio de Janeiro, Congonhas Airport in Sao Paulo, and thirty other destinations in Brazil. These services are operated with Boeing 737, Fokker 100, and Fokker 50 aircraft. Oceanair began international service in 2007 with the inauguration of nonstop service between Sao Paulo and Mexico City with Boeing 767 aircraft. Counsel: Zuckert Scoutt, Richard Mathias, 202-298-8660, rdmathias@zsrlaw.com Ronald Reagan Washington National Airport Slot Exemptions March 18, 2008 AirTran Airways, Inc. hereby asks the Department of Transportation to allow it to utilize two slot exemptions at Ronald Reagan Washington National Airport awarded by Order 2003-1-16 (Docket OST-2000-7182) that it currently utilizes to serve the DCA - Ft. Myers market to provide nonstop service between DCA and General Mitchell International Airport for the summer season. After the summer season, the slots would again be used to serve DCA-RSW for the winter season. Like the Ft. Myers service, AirTran's Milwaukee service would be service by a "limited incumbent" and "small" slot holder (fewer than 20 slots) to a medium community and will provide "competitive non-stop air transportation on a monopoly nonstop route to DCA" (currently only Midwest Airlines serves the DCA-MKE route with four daily nonstop roundtrip flights). Therefore, AirTran asks the Department to provide AirTran the flexibility to vary the use of two slots allocated to AirTran by Department Order 2003-1-16 and allow competition to exist in this market. AirTran will operate an additional DCA-MKE seasonal roundtrip with the two slots awarded to it pursuant to Order 2008-2-28. Scenic Airlines, Inc. and Grand Canyon Airlines, Inc. OST-2008-0114 - Transfer of Interstate Scheduled Certificate Authority March 17, 2008 Joint Application for Transfer of Certificate - 191 Pages - Bookmarked Scenic Airlines, Inc. and Grand Canyon Airlines, Inc., pursuant to 49 USC 41105, apply for the transfer to GCA of the certificate of public convenience and necessity issued to Scenic by Order 2005-1-10 on January 12, 2005, authorizing Scenic to engage in interstate scheduled air transportation of persons, property and mail pursuant to 49 USC 41102. The joint applicants request that upon transfer and reissuance of the certificate, it be issued in the name: Grand Canyon Airlines, Inc. d/b/a Grand Canyon Airlines d/b/a Scenic Airlines. In March of last year, GCA acquired all of the issued and outstanding stock of Scenic. Scenic thus became a wholly-owned subsidiary of GCA, although each company continued to operate separately. Over the past year GCA and Scenic have continued to operate as separate companies During this period the companies' owners have determined that the efficiency and profitability of the carriers' operations would likely be enhanced were GCA and Scenic combined into a single entity. Accordingly a merger plan has been formulated whereby Scenic, a Nevada corporation, will be consolidated into GCA, an Arizona corporation, with the latter as the surviving entity. Since GCA will be the surviving entity, the merger will necessarily involve a transfer of Scenic's DOT certificate to GCA - hence this application. Post-merger, GCA will continue to be a U.S. citizen as it is today, and will be fit to conduct operations as a certificated scheduled carrier as Scenic is today. March 18, 2008 Answer of the City of Houston and the Greater Houston Partnership The City of Houston and the Greater Houston Partnership respectfully submit this answer in support of the application of United Parcel Service Co. for an exemption authorizing the carrier to operate all-cargo services between Houston and Chihuahua, Mexico. Houston welcomes UPS’s plans to operate these services from Houston, and strongly supports the company’s application. Mexico as a whole is a significant trading partner for the City, and UPS’s proposal to expand Houston’s important transportation links with Mexico will further enhance this relationship. March 18, 2008 On March 7, 2008, United Parcel Service filed an Application for Exemption Authority to provide foreign scheduled air transportation of property and mail between Houston, Texas and Chihuahua, Mexico. UPS polled all parties upon whom service was required by the Department's regulations and hereby informs the Department that no party has any objection to the UPS request. OST-2006-24613 - Exemption - Phoenix-Cancun March 17, 2008 Application for Renewal of Exemption Authority US Airways, Inc. applies for renewal of its exemption authority to engage in scheduled foreign air transportation of persons, property, and mail between Phoenix, Arizona, and Cancun, Mexico. By Notice of Action Taken (May 26, 2006), the Department granted US Airways a two-year exemption from 49 U.S.C. § 41101 to engage in scheduled foreign air transportation of persons, property, and mail "between Phoenix, Arizona and Cancun, Mexico."
