By: Paul Gretch OST-2003-15968 - Exemption - Reassignment of DCA Slots February 20, 2008 In its October 26 Application, AirTran stated that use of the two slots in the 1300 and 1400 slot times would allow AirTran to offer a greater variety of flights between DCA and Hartsfield-Jackson Atlanta International Airport. The exemption would allow AirTran to fly six daily roundtrip flights between Washington, D.C. and Atlanta spread out throughout the day. Changing the flight times would allow AirTran to meet the travel demands of business and leisure travelers for afternoon flights and to compete against the dominant ATL carrier, Delta Airlines, which has sixteen daily DCA-ATL roundtrips including several during the afternoon hours. (U.S. Airways also operates three daily DCA-ATL roundtrips.) In addition to providing low fare options in the heavily traveled DCA-ATL market, a new AirTran afternoon flight (made possible with the 1300 and 1400 ATA slots) would provide DCA passengers with improved connecting opportunities to AirTran's expanding network through its Atlanta hub. The Department has required that applicants for slot reassignment demonstrate that they hold only a limited number of slots at DCA: "our authority to grant exemptions for slot slides at Reagan National is applicable only in limited circumstances to meet the specific needs of carriers holding a limited number of slots at that airport. With these two ATA slots, AirTran will hold and operate an extremely limited number of DCA slots (only 12 between the hours of 0700 and 2159), well within the number of slots the Department has previously determined to constitute a limited number, and satisfies the requirement that an applicant for reassignment hold only a limited number of DCA slots. Counsel: Marquez & Associates, Jim Marquez, 202-835-1555, j.j.marquez@msn.com Essential Air Service at Athens, Georgia February 12, 2008 Re: Athens Airport Authority Comments Regarding Air Midwest Athens Airport's goal is to provide the best air service possible under the EAS and to be able to eliminate subsidies in the future. It is impossible to meet this goal when the airline consistently provides late and cancelled flights. Air Midwest is not meeting the intent of the EAS order to provide 13 flights per week in Athens. The airline must exhibit concern and initiative on their part to in order to provide the service in which they have been contracted. Anything that the EAS could do to encourage or compel Air Midwest to provide the contracted service would be appreciated. By: Athens Airport Authority, Gary Blasingame Essential Air Service at Chisana and Healy Lake, Alaska Order 2008-2-25 Issued February 20, 2008 | Served February 25, 2008 By this order, the Department is requesting proposals from carriers interested in providing essential air service at Chisana and/or Healy Lake, Alaska, for a new two-year period, with or without subsidy, beginning June 1, 2008. By Order 2006-4-11, April 7, 2006, the Department selected 40-Mile Air, Ltd., to provide EAS at Healy Lake for the two-year period through May 31, 2008. That order established an annual subsidy rate of $71,105, for service consisting of two nonstop round trips each week to Fairbanks with 5-seat Cessna 206 or 207 aircraft. By Order 2006-6-29, June 23, 2006, the Department selected 40-Mile Air to provide EAS at Chisana for the two-year period through June 30, 2008. That order established an annual subsidy rate of $75,743, for service consisting of two nonstop round trips each week to Tok with Cessna 185 (3 seats) or Cessna 206/207 (4 seats) aircraft. We request proposals for two nonstop round trips a week to between Chisana and Tok, and between Healy Lake and Fairbanks, with small aircraft (10 seats or less). By: Todd Homan
