As the voice of the business community, the Partnership supports continued quality air service that is safe and reliable. We feel that this new opportunity using 34-seat aircraft and having features such as a lavatory and reclining leather seats will not only improve, enhance service, and support but increase passenger activity. Boston-Maine Airways was the only airline to respond to the Request for Proposal to serve these communities. The proposal provided 18 round trip flights per week from these cities to Albany International Airport. We are concerned that if the proposal from Boston-Maine Airways is rejected that another carrier will not respond and air service to these cities would be unavailable. Therefore, we strongly urge the U.S. Department of Transportation to accept the proposal by Boston-Maine Airways to provide Essential Air Service to Massena, Ogdensburg and Watertown, New York. Swiss European Air Lines Ltd. d/b/a Swiss European OST-2005-22725 - Exemption - Swiss-US Codeshare with United Air Lines Filed December 11, 2007 | Issued February 14, 2008 Renew exemption from 49 U.S.C. § 41301 to transport persons, property and mail by displaying the airline designator code of United Air Lines, Inc. on flights operated by Swiss European on behalf of Swiss International Air Lines between points in Switzerland and between points in Switzerland and points in third countries. Swiss European states that since grant of its Notice of Action Taken dated March 9, 2006, American and Swiss European have terminated their code share arrangement. Swiss European does not seek renewal of its authority to display American’s code. By: Paul Gretch Taga Air Charter Service, Inc. OST-2006-25577 - Commuter Air Carrier Authority February 14, 2008 Taga Air has undergone a change in ownership, elected new officers and directors, and settled debt, all of which enable the Company to demonstrate conclusively that it is a U.S. citizen. In light of the Company's new ownership and control structure, the Department does not have grounds to finalize its tentative decision to revoke Taga Air's exemption authority as an air taxi operator based on citizenship concerns. The restructured Company is owned and actually controlled by U.S. citizens. It is vital that its air taxi registration and exemption authority under 49 U.S.C. § 40109(f) and 14 C.F.R. Part 298 remain in effect so that the newly structured Taga Air is able to maintain its ongoing air taxi services between points in the Commonwealth of the Northern Mariana Islands, and to introduce expanded services in the future that are being planned by the Company's new owners and directors. Based on an evaluation of the Company's existing resources, the new owners, officers and directors of Taga Air have determined that it would be appropriate to suspend the Company's pursuit of commuter authority until a later date. Accordingly, the Company hereby withdraws its pending commuter air carrier application, and moves for dismissal of the application without prejudice to re-filing at such a time as the Company has developed sufficient resources and drawn up an adequate business plan in support of such expanded services. OST-2008-0062 - Exemption and Statement of Authorization - EU-US Charter Passenger February 14, 2008 Application for Exemption Authority and a Statement of Authorization - Bookmarked XL France anticipates that initial service to the United States will consist of charter operations between points in the European Community and points in the United States transporting European-originating charter passengers. XL France also requests a statement of authorization pursuant to 14 CPR Part 212 ofthe Department's regulations to the extent necessary to enable it to operate wet lease service on behalf of its sister carrier XL Airways UK between points in the European Community and points in the United States. More specifically, XL France anticipates operating up to six weekly flights for XL Airways UK between Manchester, Glasglow), and Cardiff in the United Kingdom and Orlando (Sanford), FL during the upcoming summer season. Those flights will commence on May 1, 2008, will be operated with Airbus A330 equipment, and will transport United Kingdom originating passengers to Sanford, Florida. XL France is requesting that this wet lease authority be granted through October 31, 2008. XL France is part of XL Leisure Group of UK, a global travel organization. Phillip Wyatt, a British citizen, is the majority ovomer of XLLG plc. The balance of the ownership is held by other European nationals. XLLG plc also owns, among other businesses, XL Airways UK, a United Kingdom carrier authorized to provide US charter service pursuant to exemption authority most recently renewed by Notice of Action Taken on April 12, 2007 in Docket OST-2001-10348. XL France initially operated charter service under the name "Star Europe". Star Europe commenced operations in 1995 with B737 aircraft and later acquired A320 aircraft for longer range flights. At the end of the 1990's the company was renamed Star Airlines. In 2000, Star Airlines operated six A320 aircraft and it subsequently added two A330 aircraft, the first in 2002 and the second in 2004. Those aircraft were used to serve destinations in the Caribbean, Cancun, Mexico, Brazil and the Maldives. Star Airlines changed its name to XL Airways France in 2006 and currently operates service between Paris and Mexico, the Maldives, Morocco, Tunisia, the Dominican Republic and Croatia with four A320s and two A330s.
