American Airlines, Inc. hereby applies for renewal of exemption authority, last renewed by Notice of Action Taken on March 22, 2006 and subsequently amended on June 2, 2006 and January 10, 2008 with the same expiration date, to engage in codeshare services with Compania Mexicana de Aviacion, S.A. de C.V. or its affiliate Aerocaribe d/b/a Click Mexicana (AA* on flights operated by Mexicana or Click).

Renewal is requested for an exemption to the extent necessary to provide scheduled foreign air transportation of persons, property, and mail between the following transborder city-pairs: Chicago-Guadalajara/Morelia/Zacatecas; Denver-Mexico City; Fresno-Guadalajara; Las Vegas-Guadalajara/Mexico City/San Jose del Cabo; Los Angeles-Cancun/Guadalajara/Leon/Mazatlan/Mexico City/Monterrey/Morelia/Zacatecas; New York/Newark-Mexico City; Oakland-Guadalajara/Leon/Zacatecas; Portland-Guadalajara; Sacramento-Guadalajara/Morelia/San Jose del Cabo; San Antonio-Mexico City/Monterrey; San Francisco-Guadalajara/Mexico City/Morelia; and San Jose-Guadalajara/Morelia.

Order Approving Alternate Service Patterns and Revising Subsidy Payouts

On January 11, 2008, Colgan submitted a proposal to change Johnston's hub from Pittsburgh to Dulles, and to operate 23 round trips a week at each community, consisting of a mix of nonstop flights and one-stop flights via the other community, in lieu of the 18 nonstop round trips a week at each community authorized by Order 2007-2-17. Colgan proposes to operate the modified service patterns with no change in the previously authorized subsidies, and anticipates implementing the modified patterns on February 4.

We approve the alternate service patterns for Altoona and Johnstown, Pennsylvania, proposed by Colgan Air, Inc. We set the final rates of compensation for Colgan Air, Inc., for the provision of essential air service at Altoona and Johnstown, Pennsylvania from the date on which Colgan implements the proposed service patterns through May 31, 2009.

We are thrilled with the potential service of Cape Air. Not only will they operate a 7 day a week schedule, they also intend on basing equipment and pilots in SLK.

I've reviewed Cape Air's proposal, and it seems very well thought out and reasonable. Having recently had such a negative experience with over promising from Big Sky, however, I'd feel more comfortable if there was contractual requirements with specific dates for full schedule implementation and crew / aircraft basing in SLK.

Application for an Exemption and Amended Foreign Air Carrier Permit

Air Finland Ltd., an air carrier of the Republic of Finland, respectfully requests that the Department amend Air Finland’s foreign air carrier permit to engage in charter air transportation of persons, property, and mail, between a point or points in the European Union and European Common Aviation Area, and a point or points in the United States, via intermediate points, to the full extent allowed under the Air Transport Agreement between the United States and the European Community and the Member States of the European Community.

Air Finland requests that the Department process this application on an expedited basis and grant Air Finland’s amended foreign air carrier permit so Air Finland can begin selling the proposed services as soon as possible. In this regard, Air Finland respectfully requests the Department issue a single order: (1) granting the requested exemption authority for a two-year period or until after the effective date of the requested amended permit authority; and (2) approving amended foreign air carrier permit authority under the streamlined procedures set forth in the August 23, 2005 Notice, unless the Department deems that proceeding directly to a final order issuing an amended foreign carrier permit to Air Finland is appropriate.

United seeks an exemption authorizing it to provide scheduled foreign air transportation of persons, property, and mail in the LAX-SJD market. United will operate its LAX-SJD services from its hub at Los Angeles International Airport.

United plans to operate its proposed services with Airbus 320 equipment in United’s all-economy Ted configuration with 156 seats or similar aircraft from United’s existing fleet.

United asks that the requested exemption authority remain in effect for a period of two years subject to the usual conditions. In order to complete the planning and preparations to start service on April 14, 2008, without interruption after Frontier’s termination, United must receive its exemption authority immediately.
