Air Turks & Caicos is currently not conducting any service to the U.S., however, it has plans to do so in the future.

American to display the "9W*" designator code of Jet Airways on flights operated by American or American Eagle between: 1) points in the United States; 2) points in the United States and points in India ; 3) points in the United States and points in third countries; and 4) points in India and points in third countries.

Jet Airways to display the (AA*) designator code of American on flights operated by Jet Airways between: 1) points in India; 2) points in India and points in the United States; 3) points in India and points in third countries; and 4) points in the United States and points in third countries.

Jet Airways currently holds exemption authority to engage in, among other things, scheduled foreign air transportation of persons, property and mail from points behind India, via India and intermediate points, to a point or point in the United States, and beyond. See Order 2006-11-9, issued November 14, 2006.

American currently holds certificate authority to serve between the U.S. and India and beyond. See Order 2007-4-2, issued April 3, 2007.

Re: Delta County Airport Support for Mesaba Airlines

The service to Detroit and Minneapolis with the larger Saab aircraft, along with Mesaba' s experience and Northwest connections, provides this community with growth potential. The Delta County Airport Board and County Board of Commissioners sees this option as our best opportunity to generate more airport revenue and work towards eliminating EAS dependency. We are convinced this is a key step towards a return of our lost boardings.

Re: Comments of Sheridan County Commission

We are extremely disappointed in the Departments decision to grant Big Sky Transportation Co., d/b/a Big Sky Airlines an exemption from the 90‑day notice periods required by 49 U.S.C. 41734(a) to the extent necessary to allow the carrier to suspend its scheduled air services at Sheridan, Wyoming without receiving comment from the community. Even though the decision has been made allowing Big Sky Airlines to suspend its service as of January 7, 2008, we feel the need to clarify various inaccurate statements contained in the Order.

The Order states that Great Lakes Aviation Ltd., is serving Sheridan with 21 nonstop round trips a week to Denver with 30-seat Embraer Brasilia aircraft, this is not the case. Great Lakes Aviation Ltd., is serving Sheridan but they are not utilizing the 30-seat Brasilia aircraft exclusively. In June of 07' Great Lakes committed to operate two of their three daily weekday flights utilizing Brasilia aircraft which would afford Sheridan 79 seats each direction on weekdays and on weekends they would operate all their flights with the Brasilia providing Sheridan with 180 seats. Since June of 07' Great Lakes has not provided service with the Brasilia aircraft as promised. On an average Great Lakes provides only 55% of the committed Brasilia flights monthly.

Sheridan County, the City of Sheridan, and the surrounding area are experiencing an extraordinary boost in economic development and growth in population. As a result our enplanements for calendar year 2007 have increased 60.5% over calendar year 2006, the largest increase of any commercial airport in the State of Wyoming. Average daily enplanements for the last seven months have fluctuated from a low of 60 to a high of 88 with frequent days exceeding 100 enplanements.

By this application, MTA seeks renewal of the cargo charter exemption authority granted by Notice of Action Taken, dated January 17, 2007, which currently is set to expire on January 17, 2008. MTA currently is utilizing the exemption authority to provide cargo charter service between Brazil and the U.S. The response to the service has been satisfactory and MTA wants to continue the service for another year.

As has been noted above, the applications of those that propose service to destinations already served will not provide the same level of benefits to those who propose service to cities with no nonstop options form DCA. The application of Midwest, Airtran, and Spirit are not for routes that will change the compeitive landscape enough to the point where consumers will benefit more than service to new cities. Among those applications to new cities, US Airways/Republic will offer by far the greatest benefits to consumers on both ends of the route.
