Aero California would utilize its fleet of DC-9 aircraft to provide the new flight services for which exemption authority is sought. It anticipates operating approximately three to four flights weekly on these routes and eventually providing daily service as demand warrants. Aero California anticipates that there will be a significant immediate demand for its services on these new routes and thus it intends to inaugurate services on these routes in the near future. In order to allow sufficient time for Aero California to make the necessary preparations and to promote its new services, Aero California requests DOT to act promptly on this application.

Challenge Air Cargo, Inc. (Additional Frequencies, US-Ecuador All-Cargo)

If granted such authority, Challenge would operate additional Miami-Quito/Guayaquil-Miami frequencies which would complement its existing services in the market. Challenge's existing flights in the market consistently operate at high load factors - in fact, its Northbound flights often operate at load factors in excess of ninety percent - which underscores its urgent need for the additional frequencies. Since Challenge's permit from the Government of Ecuador gives it the right to operate additional frequencies, and Challenge has sufficient B-757-200PF aircraft on hand with which to operate the service, it is in a position to begin service immediately.

Applicaiton for an Exemption and Reallocation of US-Ecuador All-Cargo Frequencies

Polar Air Cargo, Inc. respectfully requests that the Department grant it an exemption authorizing it to operate scheduled air transportation of property and mail between the United States and Ecuador, and to integrate that service with services offered be Polar Air pursuant to its authority it outstanding certificates of public convenience and necessity and other exemption authorization to the extent consistent with applicable international agreements. Polar Air also requests the Department reallocate two of the three frequencies currently granted to Millon Air, and such other and different relief as the Department may deem in the public interest.

Continental urges the Department to award Continental seven frequencies to operate nonstop Newark-Santiago service and to institute appropriate proceedings to determine whether Delta or United should be permitted to operate the four weekly one-stop U.S.-Chile frequencies which are also available.

United again urges the Department to consolidate the three competing applications for a contemporaneous investigation. United objects to the immediate grant of Continental's application on the current record but urges the Department to grant United's application if it decides that further procedures are unnecessary. Only United among the three applicants has submitted sufficient evidence to support the immediate grant of its application.

Notice 

Effective November 1, 1997, the United States may designate two U.S. carriers to serve South Africa under code-share arrangements with third-country carriers as specified under U.S. Route AS of the U.S. South Africa Air Transport Agreement. An additional carrier may be authorized effective November 1, 1998, and another effective November 1, 1999.

By this notice, we invite all U.S carriers interested in using the third-country code-share opportunities which become available November 1, 1997, to file applications with the Department. Such applications should be filed by May 22, 1997 . Answers to such applications should be filed by June 2, 1997 . Replies to answers should be filed by June 9, 1997
