Flugleidir hf., d/b/a Icelandair hereby requests, pursuant to 14 CFR § 212.10, a Statement of Authorization to permit Icelandair to wet lease a B-757200 aircraft to Transportes Aereos de Cabo Verde (TACV) for a period of approximately one year, commencing June 2, 2003 and ending May 10, 2004. The flights will operate on a once-weekly basis between Boston and Ilha do Sal, Cabo Verde.
Icelandair also requests waiver of the 45-day advance notice requirement of Section 212.10(d)(2) of the Department's regulations. The carrier will conduct a telephone poll of interested carriers and notify the Department of their positions as soon as possible, to facilitate timely approval of the proposed services.
lcelandair and TACV have just concluded an agreement to wet lease one of Icelandair's B-757-200 aircraft on a weekly basis, departing Boston for liha do Sal, Cape Verde on Mondays, and returning on Tuesdays. The flights will be held out and ticketed as TACV scheduled flights. Since the agreement was concluded only this week, Icelandair is acting as promptly as possible to submit this application.
TACV is a foreign air carrier of the Republic of Cape Verde. It holds authority from the Department to operate foreign air transportation of persons, property and mail between Ilha do Sal, on the one hand, and Boston and New York, on the other. This authority has been issued in the form of an exemption, most recently renewed and amended by Notice of Action Taken dated May 28, 2002. Though this exemption is scheduled to expire May 28, 2003, the carrier has applied, or will shortly apply, for renewal.

Icelandair ehf. hereby requests, pursuant to 14 CFR . 212.10, amendment of the Statement of Authorization granted November 7, 2003. that permitted it to wet lease a 8-757-200 aircraft to Aerovias Nacionales de Colombia. Although the lease was set for expiration as of November 30, 2003, Avianca has requested that the lease be renewed effective December 12 through 21, 2003. As with the flights that were the subject of the request made November 4, although the period of the contractual obligation is less than 60 days, it still qualifies as a long-term wet lease under 14 CFR § 212.2 because it represents an extension of a wet lease that has exceeded 60 days duration. The flights in December will operate between Bogota and Miami/New York, as well as to other points in Latin America.
Icelandair and Avianca have concluded an extension of an agreement, initially entered into on September 10, 2003, for the wet lease of one of Icelandair's B757‑200 aircraft on a full‑time basis, to supplement Avianca's fleet while it is undergoing restructuring. The flights initially were operated between Bogota and Miami, and subsequently the aircraft was redeployed to the BogotaNew York (JFK) market, as well as flights between Bogota and Central America. Under the extended agreement, the aircraft will be used primarily on routes within South America and to Central America, but may be operated to Miami and New York, as needed. The flights are held out and ticketed as Avianca scheduled flights.
The agreement was initially effective only from September 15 October 15, 2003: it was subsequently extended from October, 16 - November 5, 2003. Since these arrangements together did not amount to 60 days, it was not necessary at that time to apply for approval of a long-term wet lease. When the agreement was extended through the end of November, however, the carrier requested approval of a long-term wet lease. The Department approved the application on November 7.
