Application for Statement of Authorization
America West Airlines, Inc. ("America West") respectfully requests issuance of a Statement of Authorization to enable America West to expand its code-share arrangements with British Airways Plc. ("British Airways"). On April 15, 1996, America West and British Airways entered into an agreement providing for the addition of British Airways' airline designator code on certain America West flights connecting with British Airways' transatlantic services. Pursuant to that agreement, additional code share flights may be added from time to time by agreement of the parties, subject to receipt of a statement of authorization from the Department.

Increasingly, in the global marketplace, Ohio-based companies will be doing business in the United Kingdom and British companies will be doing business in Ohio. In February 1997, for example, Ohio-based American Electric Power Company, together with Public Service Company of Colorado, acquired the Yorkshire Electricity Group, PLC, an English electric company serving 2.1 million customers. And Ohio's heartland location makes the state extremely attractive to businesses seeking to distribute goods and services widely in the United States. Thus, the British American Chamber of Commerce concluded that "[f]or British companies looking to do business or develop operations in the United States, Ohio ranks high on the list of states to be considered."

Re: Application for Statement of Authorization to Expand Code Share with British Airways
America West Airlines, Inc. ("America West"') respectfully requests issuance of a Statement of Authorization pursuant to 14 C.F.R. § 207.10 to enable America West to expand its code-share arrangements with British Airways Plc.1 ("British Airways"). On April 15,1996, America West and British Airways entered into an agreement providing for the addition of British Airways' airline designator code on certain America West flights connecting with British Airways' transatlantic services. Pursuant to that agreement additional code share flights may be added from time to time by agreement of the parties, subject to receipt of a statement of authorization from the Department. By order 96-6-24, dated June 10, 1996, the Department granted a statement of authorization for America West to place British Airways' designator code on America West flights between Phoenix and nine destinations. In that order, the Department stated that if America West and British Airways developed plans to serve additional cities, we would be free to reapply for the necessary authority.

Re: Designation Request for Hermosillo and Guaymas, Mexico
Pursuant to the bilateral air services agreement between the United States and Mexico, America West Airlines, Inc. requests designation for combination service between Phoenix on the one hand and Hermosillo and Guaymas Mexico on the other hand. America West proposes to offer this service as a code-share on flights operated by Mesa Air Group, Inc. under the d/b/a of America West Express. All the service will be conducted with Beechcraft 1900-D aircraft. Mesa filed a request on May 11,1998 to be designated for code-share service in these markets that has been granted by the Department.

Re: Statement of Authorization to Code Share
For the foregoing reasons, America West respectfully requests that the Department grant this application for a statement of authorization to enable EVA Air to code share on America West flights, and such other and further relief as the Department deems to be in the public interest. America West plans to initiate code-share service between Phoenix and Las Vegas connecting from EVA Air's Taipei to/from Los Angeles and San Francisco service on September 1, 1998. America West further requests that the statement of authorization be made effective for a two year period..
