Re: Issuance of Final Certificates and Foreign Charter Air

With respect to condition (l)(c) of the Terms, Conditions and Limitations of the certificates, Aero Micronesia reports that there have been no changes in ownership, operating plans, financial posture or compliance history since the issuance of the orders. There has been one change in key personnel. Mr. Idris David Parry has replaced Jack Schreiman as Asia Pacific's Chief Inspector. As shown on the attached resume, Mr. Parry, who is a U.S. citizen, has excellent qualifications for this position and has been accepted by the FAA as qualified. With respect to § 204.3 (l), (m), (o) and (p) there are no outstanding actions, judgments, investigations or charges against Mr. Parry. Finally, Asia Pacific is still utilizing the B-727 aircraft specified in its original Application and all disputes with the Lessor, Trans Pacific Leasing, have been resolved.

Aero Micronesia expects to be issued its Air Carrier Certificate (ACC) and Operations Specifications by the FAA on Friday, March 26, 1999. The Company will immediately provide copies to the Department of the ACC and requested sections of the Operations Specifications. On the assumption that Asia Pacific provides these documents on March 26, 1999, Asia Pacific hereby requests a waiver of the six day delay on the effective date of the Certificates so that it may commence operations in Guam on Monday March 29, l 999. Asia Pacific will be moving fresh fish and no other aircraft will be available to transport the fish if the Company is not able to operate.
