Re: Applications for Extra Section Flights and Short Term Exemption
In the above referenced applications, Aerolineas Argentinas ("Aerolineas") requests the Department to exercise its discretion to grant authority that exceeds that which is available to Aerolineas under the U.S./Argentina bilateral air services agreement. In one case this involves extra section flights in excess of the flights in Aerolineas' approved schedule. In the other, this involves operations via bilaterally unauthorized intermediate points in Brazil and Uruguay where Aerolineas will pick up fifth-freedom traffic to/from the U.S.
These types of operations should be approved only upon the expectation of comity and reciprocity being accorded by the government of Argentina to requests by U.S. carriers for comparable extrabilateral authorizations. United urges that these applications of Aerolineas be approved subject to a specific statement by the Department of its expectation of such comity and reciprocity being extended by the government of Argentina with respect to future U.S. carrier requests.
