Re: Application for a Statement of Authorization (Wet-Lease to Air Jamaica)

Hereby seeks a Statement of Authorization permitting it to provide an aircraft and related flight crew to Air Jamaica Limited ("AJL") pursuant to a long term wet lease agreement. AJL is the flag carrier of Jamaica. The agreement between ABX and AJL ends on July 7, 2004, although by subsequent mutual agreement, the parties may extend their arrangement. This request is being submitted in accordance with section 212.10 of the DOT's Economic Regulations save for the requirement that it be filed at least 45-days prior to the date of the first flight. AEX seeks a waiver of section 212.10(d) (2).

ABX has entered into an agreement with AJL in which AEX has agreed to provide AJL one DC-8-83 cargo aircraft and flight crew through July 7, 2004 to operate over the routings authorized to be flown by AJL pursuant to its DOT-issued authority. See Orders 89-3-74, 91-8-6, NOAT, Docket OST 2000-7787 dated October 16, 2002 and NOAT, Docket OST 2001-8733 dated February 5, 2001. Specifically, ABX has operated and will continue to operate for AJL DC-8 all-cargo aircraft between Miami, Florida on the one hand and Kingston and Montego Bay, Jamaica, on the other.
