Application for a Wet-Lease Statement of Authorization

Cielos del Peru, S.A. requests a Statement of Authorization allowing it to wet lease aircraft on a longterm basis to Aeroshell CIA. LTDA., a flag carrier of Ecuador. Cielos requests expedited action on this request and will poll the U.S. airlines on the service list and report the results to the Department.

Cielos is a flag carrier of Peru and holds authority from the Department to engage in scheduled and charter foreign air transportation of property and mail between the United States and any point or points. Notice of Action Taken, dated February 26, 2004, Docket OST-2000-7153. Thus, Cielos holds the authority necessary for it to engage in wet tease operations between the U.S. and Ecuador.
On August 8, 2006, Aeroshell applied for exemption authority to engage in scheduled foreign air transportation of property between Quito, Guayaquil, Manta and Latacunga, Ecuador, one hand, and Miami, Florida, on the other. Aeroshell proposes to use allcargo aircraft wet leased from a qualified U.S. or foreign air carrier to operate two weekly round trips between Ecuador and Miami.
Cielos and Aeroshell are negotiating a long term arrangement under which Cielos is to provide DC-10 freighter aircraft with crew to Aeroshell for the operation of scheduled cargo service as requested by Aeroshell between Miami, on the one hand, and Quito, Guayaquil, Manta and Latacunga, on the other
