May 18, 2006 Application for Emergency Part 216 Special Authorization On behalf of Lloyd Aereo Boliviano, S.A., I am writing to request an emergency special authorization pursuant to 14 C.F.R. 216 to allow LAB to carry blind sector traffic between Cancun and Bolivia on LAB's May 19, 2006, Miami-Bolivia flight. LAB respectfully requests immediate approval of this application so that it can operate the flight as required. LAB requests a waiver of the advance filing requirement contained in 14 C.F.R. 216.4. Due to unanticipated short-term operational constraints, LAB must operate its May 19 Miami-Bolivia flight via Cancun, where LAB will pick up other LAB passengers destined for Santa Cruz. LAB's May 19 flight will operate over the route Miami-Cancun-Panama City-Santa Cruz with LAB's B727 aircraft. LAB will not transport local traffic between Miami and Cancun on this flight. All Miami-originating passengers holding reservations for LAB's May 19 flight will be advised of the additional stops in Cancun and Panama City and offered the opportunity to change their reservations or request a refund, in accordance with the Department's policies. Approval of this emergency request would be consistent with the overall state of aviation relations between the United States and Bolivia, and is supported by reciprocity and comity between the two countries. LAB understands the Government of Bolivia would be prepared to consider and approve similar requests from U.S. carriers. The Department previously approved an identical request from LAB.
