Application for Statement of Authorization for Long-Term Blocked-Space Arrangement

Florida West hereby requests a statement of authorization permitting it to engage in a long-term blocked-space arrangement with Japan Airlines International Co., Ltd. Under the two carriers' agreement, JAL will block space on Florida West's flights between Atlanta-Dallas/Ft. Worth and Atlanta-Miami. JAL cargo moving to and from Japan (as well as to and from authorized points behind Japan and authorized intermediate points) will be transferred to and from Florida West's aircraft in Atlanta for transportation to and from Dallas/Ft. Worth and Miami, and beyond Miami to and from Latin America. JAL will not transport local AtlantaDallas/Ft. Worth/Miami cargo on Florida West's flights, nor will JAL transport U.S.-Latin America cargo on Florida West's flights.

Florida West intends to begin its blocked-space service as soon as permission is received from the Department of Transportation and therefore requests expedited review of its application. Florida West requests a waiver of the 45-day advance filing requirement set forth in 14 C.F.R. 212.10(d)(2) that would otherwise apply to this application.

Florida West requests that the Department grant it a statement of authorization permitting Florida West to engage in a long‑term blocked‑space arrangement with JAL. Florida West will poll the persons served with this application and will notify the Department of the results of its poll.
