Charterer: Chukotka Ventures Counsel: The Wicks Group, Glenn Wicks, 202-457-7790 April 12, 2006 Application for a Statement of Authorization Southern requests an indefinite Statement of Authorization permitting Southern to wet lease one B-747 freighter aircraft to Shanghai on a long-term basis for Shanghai's scheduled all-cargo flights between Los Angeles, California and Shanghai, People's Republic of China, directly or via intermediate points, as authorized by the Department, and/or other Shanghai charter or scheduled services pursuant to Shanghai's authority from the PRC and the Department. Southern plans to begin the proposed wet-lease service on July 2, 2006. Because Chinese aviation authorities will require Southern to have obtained the required U.S. authority prior to seeking Chinese authority, Southern respectfully requests expedited processing of this application, and will poll the carriers served with this application and notify the Department of their positions as soon as possible. Southern and Shanghai have entered into a long-term wet-lease agreement under which Southern will wet-lease one B-747 freighter aircraft to Shanghai commencing July 2, 2006, and continuing through December 31, 2008. The aircraft which Southern will wet-lease to Shanghai will be operated by Southern on Shanghai's authorized route. While the arrangement initially is planned for three weekly roundtrip frequencies between Los Angeles and Shanghai, with an intermediate stop in Anchorage, the parties envision the potential need to change the schedule in response to market demand.
