Re: Request for Modification of Statement of Authorization

By application dated April 22, 2005, Air Atlanta Icelandic applied for a statement of authorization to the extent necessary to enable it to operate 36 flights during the upcoming summer season over a Dublin‑Shannon‑Sanford‑Shannon‑Dublin routing. That application was granted on May 4, 2005 (2005‑112).

The initial plans for the underlying charter program called for the program to be operated by a different Icelandic carrier, Islandsfiug, hf, using Islandsflug's A‑3 10 aircraft. However, Air Atlanta and Islandaflug subsequently agreed to merge effective May 1, 2005. When Air Atlanta's application was submitted on April 22, Air Atlanta and Islandsflug anticipated that the merger would be completed by May I and that the charter program would be operated by Air Atlanta using the A‑3 10 aircraft formerly operated by Islandsflug.

However, regulatory issues in Iceland have delayed completion of the merger and it now appears probable that the merger will not be completed before commencement of the charter program-' Due to this delay, the A-310 aircraft designated for operation of the charter program will continue to be operated by Lslandsflug, pursuant to Islandsflug's Icelandic Air Operator Certificate and its FAA operations specifications when the charter program begins. Air Atlanta and Islandsflug expect that their merger will be completed, and that the A-310 aircraft used to operate the program will be transferred to Air Atlanta's Icelandic Air Operator Certificate and to its FAA operations specifications well before completion of the charter program. When that occurs, all remaining flights will be operated by Air Atlanta.

Re: Amendment to Statement of Authorization

In accordance with 14 C.F.R. 212, TACA International Airlines, S.A. hereby requests amendment of its existing statement of authorization permittin it to operate certain charter flights on behalf of C&T Charters, Inc. between Miami and Cuba. In particular, TACA requests that its statement of authorization be amended to permit TACA to operate two additional roundtrip charter flights between Miami and Camaguey, one each on June 3 and June 17, 2005. These flights will be operated with A319 aircraft seating 120 passengers or A320 aircraft with 150 seats. TACA will telephone poll all persons served with this application and will notify the Department of the results of its poll.

The Department initially approved TACA's statement of authorization on December 16, 2004, and subsequently extended it through July 2, 2005. The amendment sought by TACA in this request will therefore not require an extension of the existing termination date.

Re: Application for Statement of Authorization for Long-Term Wet Lease to Universal Airlines

Hereby requests a statement of authorization permitting it to engage in a long-term wet lease of one Airbus A-320 aircraft to the Guyanese carrier Universal Airlines, Incorporated. Under the agreement between TACA and Universal, TACA will operate its 150-seat A-320 aircraft between Georgetown, Guyana, and New York (JFK), New York, via Port of Spain, Trinidad and Tobago, beginning June 1, 2005, for a three-year period through May 31, 2008. Flights will be operated daily during the high season and approximately four times weekly during the low season, with 274 total flights during each of the three years. TACA requests a waiver of the 45-day advance filing requirement of 14 C.F.R. 212.lO(d)(2) so that operations may begin as planned on June 1.

Universal holds an exemption from the Department permitting it to engage in scheduled foreign air transportation between Georgetown and New York via Port of Spain. Dockets OST-2001-10778 and OST-2003-15309
