Application for Part 216 Special Authorization

Hereby submits this application for a special authorization to commingle blind sector traffic between Johannesburg, South Africa and Accra, Ghana with traffic in foreign air transportation between Johannesburg and Washington Dulles International Airport. SAA requests that the authorization be granted for an indefinite period (or, alternatively, for a period of at least two years).

On July 2, 2005, SAA will institute service between Johannesburg and Dulles via Accra. SAA will operate four roundtrips per week over this routing with Boeing 747‑400 aircraft.

SAA does not at this time intend to carry Fifth Freedom traffic between Accra and Dulles, and will not carry such traffic without first having obtained an appropriate exemption. However, SAA does intend to carry traffic between Johannesburg and Accra, pursuant to the rights that it has been granted by the Republic of South Africa and the Republic of Ghana.
