Application for Statement of Authorization (China Eastern Airlines Wet Lease)
Atlas and China Eastern have reactivated a previously expired agreement for Atlas to provide B747 freighter aircraft with crew for the operation of scheduled cargo service by China Eastern between Shanghai and most of the U.S. points that China Eastern is authorized to serve. Initially, Atlas will operate three weekly U.S.China roundtrip aircraft rotations for China Eastern.
In the past, the Department has authorized Atlas to wet lease aircraft to China Eastern between Shanghai and the same U.S. points covered by the instant application. See Application of Atlas Air, Inc., No. 2002-6, approved July 11, 2002.

Application for Statement of Authorization
Hereby applies for a Statement of Authorization so that Condor may wet-lease two of its B-767-300 aircraft to Lufthansa German Airlines for a 19-month period commencing on March 30, 2003. Lufthansa will use these aircraft to provide scheduled air service between Frankfurt and Philadelphia, and between Frankfurt and Atlanta.
Condor, a German carrier, has entered into an arrangement with Deutsche Lufthansa AG whereby Condor will wet-lease two of its B-767-300 aircraft to Lufthansa for a 19-month period commencing on March 30, 2003. These aircraft bear registrations D-ABUW and D-ABUV.
Lufthansa is presently serving these markets with its own aircraft. These flights also carry the United Airlines "UA" airline designator code pursuant to the statement of authorization for the codeshare agreement between United and Lufthansa as approved in Order 98-4-8. To the extent necessary, Condor requests any authority that may be required to ensure the continuation of this arrangement.

ExpressJet plans to initiate seasonal Houston-Manzanillo flights in December using Embraer regional jet aircraft. No other U.S. carrier is currently providing scheduled combination service between Houston and Manzanillo. Thus, designating ExpressJet will not preclude any other carrier from offering Houston-Manzanillo service since another designation will remain available. ExpressJet will offer the only nonstop flights between Houston and Manzanillo, and designating ExpressJet will provide travelers and shippers with new U.S.-Mexico service options and expand competition among the U.S. and foreign carriers serving Mexico.

Polar and Qantas have reached an agreement for Polar to wet lease B747F aircraft to Qantas on specified flights operating between Australia and the United States. The current plan is for the flights to operate over a SYD-BKK-ICN-ANC-JFK routing once per week. Relief of the type sought herein is supported by the action taken in Docket OST-02-12076, where the Department has authorized code sharing between Polar and Qantas on a worldwide basis subject only to an advance-notice requirement when new markets are added

Nor, at present, does the arrangement apply to traffic moving in foreign air transportation to/from the United States.
