Statement of Authorization

In this letter we approve a request by Lineas Aereas Allegro, S.A. de C.V. (Allegro), a foreign air carrier of Mexico, for a statement of authorization to perform a series of 101 fifth-freedom passenger charter flights.

Application: On January 31, 2002, Allegro filed an application to operate a total of 101 roundtrip fifth-freedom passenger charter flights on behalf of Funjet Vacations, during the period May 24- September 2, 2002. The flights would carry fifth-freedom traffic between Houston/Dallas-Ft. Worth-Montego Bay, Jamaica-Punta Cana, Dominican Republic.

Universal Airlines. a foreign air carrier of Guyana requests a statement of authorization to conduct the fifth-freedom charter program described above, on behalf of Amana Air Charters LLC, a U.S. tour operator, during the period February 19- June 25, 2002. In a related request tiled February 6, 2002, Polskie Linie Lotnicze (LOT), a foreign air carrier of Poland, requests a statement of authorization to wet lease B-767 aircraft to Universal Airlines, to be used by Universal in the conduct of the New York- Dakar, Sengal, passenger charter program.
