Capital Cargo International Airlines, Inc. ("Capital Cargo"), a U.S. certificated air carrier', hereby requests a statement of authorization under 14 C.F.R. § 212.10 to enter into a one-year long-term wet lease for all-cargo charter service with DHL Aviation Americas, Inc. ("DHL Aviation"), as agent for the following three carriers: (1) DHL AeroExpreso, S.A., a Panamanian carrier; (2) Vensecar International, S.A., a Venezuelan carrier; and (3) DHL de Guatemala, S.A., a Guatemalan carrier. DHL Aviation manages aircraft operations for the three carriers (collectively "lesees"). Capitol Cargo wishes to begin operations under the wet lease as soon as possible, and therefore requests an exemption from the 45-day advance notice provision of 14 C.F.R. § 212. 1 0(d)(2). Capital Cargo will poll the carriers listed on the attached service list to determine whether there are any objection
