American urges the Department to deny Worlds application to extend its wet lease with STAF, to the extent that STAF would engage in turnaround flights between Miami and Santiago. The Department should also deny renewal of STAF's statement of authorization to conduct Miami-Santiago turnaround flights when STAF's authority to do so expires at the end of 60 days.
