Until the Department upholds its Declaratory Order and Legend and other carriers are authorized to initiate operations at Love Field, the Department should withhold its approval of American's application and any other applications concerning DFW. In addition, the Department should revoke the February 22, 1999 approval of the American Qantas codeshare as it relates to DFW and all other approvals issued since January 1, 1999.

Pursuant to the blanket Statement of Authorization granted to Delta Air Lines. Inc ("Delta") and Austrian Airlines. Osterreichische Luftverkehrs AG ("Austrian") on April 30, 1997, Delta hereby notifies the Department that it plans to implement thirdcountry codeshare service to Azerbaijan by displaying its "DL" designator code on flights operated by Austrian between Vienna, Austria and Baku, Azerbaijan.

Lease for EL AL)
North American Airlines, Inc. ("NAA") hereby requests an Amendment to its Statement of Authorization for a long-term wet lease for El Al approved on October 9, 1991, to enable NAA to operate on behalf of El Al the Atlanta - New York (JFK) - Atlanta legs of a roundtrip between Atlanta, and Tel Aviv, Israel which will carry 200 passengers on a pilgrimage to Israel. The outbound flight is scheduled to operate on May 9, 1999 and the return is on May 18, 1999. North American will operate the Atlanta - New York Atlanta flights with B-737 aircraft and the New York - Tel-Aviv - New York flights with B-747 aircraft. The details of the flights are set forth in a letter from El Al Israel Airlines' counsel to George Wellington together with El Al's OST Form 4536, both dated March 12, 1999 and filed by E1 Al with the Office of International Aviation.
