City Bird currently operates flights between Brussels and Miami, Orlando, Los Angeles and Oakland. Luxair is a Luxembourg carrier that does not currently hold U.S. operating authority, but is applying today for an exemption permitting it to provide service in the Luxembourg-Newark market. Under the wet-lease agreement between City Bird and Luxair, beginning March 30, 1999, Luxair will commence operations to the United States utilizing a B767-300ER aircraft operated by City Bird. City Bird will not offer transportation under its designator code in the Luxembourg-Newark market.

Designations (Houston-Chihuahua/Saltillo/Torreon)
Northwest Airlines, Inc. ('`Northwest") asks the Department to designate it for Houston-Chihuahua, Houston-Saltillo and Houston-Torreon scheduled combination service so it can code-share on flights operated by Continental Express, Inc. Northwest intends to code-share on Continental Express's daily roundtrip Houston-Chihuahua service beginning on June 10, 1999, daily roundtrip Houston-Saltillo service beginning on August 1, 1999 and daily Houston-Torreon service beginning on November 22, 1999, using 50-seat Embraer ERJ-145 aircraft. Northwest requires designations promptly so it can secure authority in Mexico and make arrangements to promote and market service between points served by Northwest and these Mexican points through on-line code-share connections at Houston.

Request of Continental Express for Designations
(Houston-Chihuahua/Saltillo/Torreon)
Continental Express' asks the Department to designate it for Houston-Chihuahua, Houston-Saltillo, and Houston-Torreon scheduled combination service. Continental Express plans to begin daily roundtrip Houston-Chihuahua service on June 1O, 1999, daily roundtrip Houston-Saltillo service on August 1, 1999 and daily Houston-Torreon service on November 22, 1999, using 50-seat Embraer ERJ-145 aircraft. Continental Express intends to place the Northwest Airlines "NW" code on these flights along with the "CO" code. No other U.S. carrier is providing scheduled combination service between Houston and Chihuahua, Saltillo or Torreon.
