Although most passengers transported in these seats will originate at, or be destined for, points in Vietnam with itineraries sold by Vietnam Airlines, all would carry tickets on the segments between Taipei and Los Angeles that bear CAL's "CI" designator code. Because Vietnam Airlines does not enjoy traffic rights to the United States in its own right, such passengers would be classic interline passengers. Because no code-sharing with Vietnam Airlines is contemplated on these Taipei-Los Angeles services, CAL believes that the Department has no need, as a matter of public policy, to require a Statement of Authorization as a prerequisite to entering into this blocked space arrangement, which does nothing more than facilitate certain interline connections at Taipei.
