The authority requested is necessary to enable Royal to meet the demand for additional capacity serving U.S. vacation destinations during the peak winter season. A shortage of experienced and qualified pilots in Canada requires Royal to enter into a wet lease for one additional aircraft. Royal's existing authority, granted by Notice of Action Taken on April 10, 1998, authorizes it to conduct scheduled combination and charter services between any point or points in Canada and any point or points in the U.S. (See Order 98-11-12) Grant of the authority requested here will enable Royal Aviation to respond to traffic demand, benefit travelers and shippers in the U.S.-Canada market and increase visitors to the Florida destinations covered by this application. It is, therefore, consistent with the public interest.
