United urges that its pending applications for transborder code-share services to points in Canada and Mexico be approved as well as the joint application of Air Canada and Mexicana for reciprocal transborder code-share services. Approval of United's applications will allow a U. S carrier to benefit from the increased transborder traffic flows that will be generated by expanded code-sharing and will also offer additional competitive choices to consumers in the transborder markets. Because these code shares involving third-country carriers and points in third countries do not raise designation issues under the U.S./Mexico agreement such as those which have caused deferral of certain other applications, all of these third-country code-share applications should be granted without further delay.

American Airlines, Inc. hereby applies for renewal of its statement of authorization under 14 CFR Part 207, issued on November 7,. 1997 for a period of one year, to engage in certain codesharing services with Canadian Airlines International Ltd. The subject; authorization allows display of Canadian's "CP" designator code on all flights operated by American or American Eagle (comprised of American Eagle Airlines, Inc. and Executive Airlines, Inc. ) between points in the United States, on the one hand, and Aruba, Curacso, St. Maarten, Providenciales, Guayaquil, Quito, Lima, La Pan, and Santa Cruz, on the other, connecting with flights displaying the "CP" code operated by Canadian, American, or American Eagle between the United States and Canada.

Re: Application to Renew and Amend Wet Lease Authority
On March 25, 1994, the Department granted Emery Air a Statement of Authorization permitting Emery Air to implement a long-term wet-lease agreement with Air New Zealand under which Emery Air provides a DC-8-73 freighter with crew to Air New Zealand for one weekly roundtrip scheduled flight between Los Angeles and Auckland, with technical stops at Honolulu and Nadi. On February 8, 1995, January 31, 1996, and March 6, 1997 the Department extended Emery Air's wet-lease authority, and the authority now is due to expire on March 6, 1999.
Emery Air and Air New Zealand expect their wet-lease arrangement to continue beyond the expiration date, and plan to conduct operations over a Los Angeles- Honolulu*- Nadi* -Auckland-Melbourne -Auckland-Nadi*-Honolulu*-Los Angeles routing as of February 5, 1999.
