Re: SAS-Air Canada Application
Northwest raised the same question regarding code-share reciprocity raised by Delta, and answered by SAS/Air Canada in their July 23 reply. To paraphrase what the Joint Applicants stated therein, Northwest has articulated no reason to question Canada's willingness to approve a code-share between a U.S. carrier and a European carrier via a point in Canada, and Air Canada is unaware of any situation in which Canadian officials have refused to approve such a request. Moreover, the Department, having authorized a third-country code sharing arrangement involving Qantas and Canadian Airlines, apparently has determined that there is sufficient reciprocity to justify approval of such a service, compelling an identical finding here. SAS and Air Canada also wish to point out that, as to SAS, this code-share is bilateral, not extrabilateral, and DOT approval is required by Article ll(g) of the U.S.-Denmark/Norway/Sweden Open Skies Agreements.
