Aero Costa Rica Acori, S.A. d/b/a Aero Costa Rica is filing herewith an original and two copies of its application to operate one roundtrip passenger charter flight between Miami, Florida and Nassau, the Bahamas on July 12, 1997. Aero Costa Rica proposes to operate this flight on behalf of Wilson International Services, Inc. ("Wilson"), a public charter operator, and will use B-727-100 aircraft with 118 passenger seats. Aero Costa Rica understands that the passengers on this flight plan to travel from Nassau to Havana, Cuba on another flight chartered by a non-U.S. entity and that the passengers qualify under the regulations of the Office of Foreign Assets Control to travel to, from, and within Cuba.

Air France did not apply for the London-New York and New York-London Statement of Authorization because those legs were assumed to be ferry legs. Now, Air France has realized that the two legs are "commercialized" and will operate as INTRAV charters, so that INTRAV can avoid non-traffic ferry charges.

Re: Statement of Authorization
Atlas Air, Inc. ("Atlas") requests authorization -allowing it to wet lease aircraft on a long-term basis to Fast Air Carrier, S.A. ("Fast Air"), a flag carrier of Chile. Atlas requests that the authorization be effective for two year. On August 19, 1996, the Department approved the wet lease arrangement through August 19, 1997, and by this application Atlas seeks approval for an additional two years. Atlas will continue to provide to Fast Air B-747 freighter aircraft with crew for the operation of all-cargo service over Fast Air's authorized routes. Fast Air will determine the particular markets to be served and the frequency of service to be operated. In addition, Atlas will operate charters for Fast Air as the need arises.

Sanko-Bussan is a family-owned, Japanese company engaged in the commercial fishing business. The Company operates a fleet of approximately 90 fishing vessels in the Pacific. The Company transports certain fresh fish, such as bluefin tuna, back to Japan for sale at the Japanese open fresh-fish markets. The extremely time-sensitive nature of this business requires that the fish be in Japan within 24 hours after being caught. To meet this tight schedule, the Company must load the fish on aircraft at small landing facilities on outlying Pacific islands and fly them to the closest commercial airports where all the fish are placed on commercial flights to Japan. Upon arrival in Japan, Sanko-Bussan employees meet and deliver the fish to the Japanese wholesale fish markets. Geography and distance dictate the need to transport the fish by air to the nearest larger airports located at Guam and Saipan. No fish are purchased or sold in Guam or Saipan and the shipping of the fish has no direct connection to U.S. commerce.
