This will confirm the telephonic application made earlier today and granted this afternoon for a statement of authorization to enable Air Atlanta-Icelandic to operate today's fifth freedom L-1011 round-trip charter flight between Gatwick and Sanford. Air Atlanta is authorized to serve the United States pursuant to authority granted by Order 93-11-32. However, because its authority contains the standard prior approval condition for fifth freedom charter service it required the authorization requested and granted earlier today.

The service for which authority wee requested is being operated on behalf of Leisure International Airways Limited, a U.K. charter carrier that was unable to operate this flight with its own aircraft due to technical problems. Because of the unanticipated nature of the request that Air Atlanta operate the service, it was not possible to comply with the advance filing requirements established by Part 212.

Cover Letter and Statement of Authorization

Requests a statement of authorization permitting LACSA to wet lease one B737-200 aircraft to Nicaraguense de Aviacion ("NICA") for NICA's use in providing scheduled service between Managua and Miami. This aircraft was previously wet leased to NICA by TACA under a statement of authorization approved by the Department in 1996 (No. 96-855). The aircraft has now been moved to LACSA's Operations Specifications, thus requiring that LACSA obtain a statement of authorization to continue the wet lease. LACSA intends to conduct wet lease operations on behalf of NICA during the period July 1, 1997 through July 1, 1998.
