Re: Joint Application for Statements of Authorization, Reciprocal Code Sharing Services - Letter from Continental

On May 7,1997, American and Aero California filed a joint application for approval of reciprocal code-share services, and Aero California and American filed separate docketed exemption applications seeking additional route authority for the code-share services. Continental is reviewing the applications and expects to submit a consolidated response within the time for answering the exemption applications since the requests for statements of authorization and the exemption applications raise the same issues.

On behalf of Air Atlanta-Icelandic, I hereby request-grant of a statement of authorization pursuant to Part 212 of the Department's regulations to the extent necessary to enable Air -Atlanta to operate five roundtrip U.K.-Florida flights as described on the enclosed Form 4540. Re: U.S.-Russia Combination Service Frequency Allocation

Delta Air Lines, Inc. ("Delta") hereby requests an allocation of an additional four and one-half (4.5) U.S.-Russia combination frequencies, and notifies the Department-of its anticipated usage of those frequencies, pursuant to Order 96-10-1. By that Order, the Department had previously allocated Delta 19 weekly frequencies for U.S.-Russia services.

Re: 30-Day Notice of Delta Code-Share with Sabena (Brussels-Moscow)

On April 30, 1997, the Department approved a blanket Statement of Authorization jointly filed by Delta Air Lines, Inc. ("Delta") and Sabena, S.A., Sabena Belgian World Airlines ("Sabena"), subject to a 30-day notice condition. Pursuant to that requirement, Delta hereby advises the Department that Delta and Sabena plan to Implement third-country code-share service to Moscow via Brussels. Beginning on or about June 19, 1997, Delta intends to list its code on Sabena's daily flight between Brussels and Moscow.

Joint Application for Statements of Authorization - Open Skies Code Share Operations

United and SAS ("Joint Applicants") hereby apply for blanket Statements of Authorization to engage in certain code-share operations consistent with the Open Skies Agreements between the U.S. and Denmark, Norway and Sweden ("Scandinavia").

Attachment A

In keeping with Department policy (see, for example, Statement of Authorization granted April 30, 1997, to Delta Air Lines, Inc., and Austrian Airlines), we find that it is in the public interest to require United and/or SAS to notify the Department (Office of International Aviation, Room 6412), by letter, no later than 30 days before they begin any new code-share service under the code-share services authorized here. Such notice shall identify the market(s) to be served, which carrier will be operating the aircraft in the code-share market added, and the date on which the service will begin. While the joint applicants requested that, for certain services, they be allowed to provide this notification 15 days after commencement of those services, we find that a continuation of our practice of requiring 30 days' advance notice for all new code-shares is necessary to permit us to properly monitor the institution of these new services.
