Counsel for Aeroflot
In this letter we grant in part, and defer in part, action on a request by Aeroflot Russian International Airlines, a foreign air carrier of the Russian Federation, for a statement of authorization under 14 CFR Part 212 of the Department's regulations to perform a series of Fifth Freedom charter flights between Shannon, Ireland, and Miami, Florida. Specifically, we grant Aeroflot's request through June 17, 1997, and defer action on the remainder of its request.
As we have previously stated, we are concerned by the difficulties encountered by United with the Russian Federation to renew its U.S.-Moscow code-share arrangement with Lufthansa, and have pressed the Russian Federation for a solution. However, we believe that further efforts between the governments will be required before a solution will be forthcoming, and that the optimum approach is to pursue that diplomatic course.Meanwhile, another third-country code sharing issue has arisen. Recently, the United States redesignated Delta Air Lines under our bilateral aviation agreement with the Russian Federation for code-share services on partners Austrian Airlines and Swissair between the United States and Moscow and St. Petersburg.

Re: Application for
Statement of Authorization
Pursuant to section 207.10 of the Department's Economic Regulations, Atlas Air, Inc. ("Atlas") requests authorization allowing it to wet lease aircraft on a long-term basis to Mas de Carga S.A. de C.V. ("MasAir"), a flag carrier of Mexico. Atlas requests that the authorization be effective for two years. The parties intend to commence this service as soon as possible and consequently request a waiver of the 45-day notice requirement.

Re: Application for
Statement of Authorization - Varig Wet Lease
Pursuant to Part 207.10 of the Department's Regulations, Atlas Air, Inc. ("Atlas"), requests renewal of its authorization to wet lease an aircraft on a long-term basis to Varig, S.A. ("Varig"), a flag carrier of Brazil and the holder of authority from the Department which permits it to provide U.S.- Brazil cargo service as described below. The authority is set to expire on June 22, 1997. Atlas requests that the authorization be effective for two years. By this application, Atlas intends to invoke the automatic extension provisions of 5 U.S.C. § 558(c) and Part 377 of the Department's Special Regulations.

On behalf of Belgium ChallengAir, I hereby submit this enclosed application for a statement of authorization (plus two copies) pursuant to Part 212 of the Department's regulations to the extent necessary to enable Belgium ChallengAir to operate two round trip Fifth Freedom flights on behalf of Caledonian Airways during the period beginning May 24 and ending June 1, 1997. Belgium ChallengAir is requesting this authority to enable it to operate U.S. service using a DC-10 aircraft it has made available to provide service for two round trips.

This is an application to extend the authority of Qantas Airways Limited and Canadian Airlines International Ltd. to code share between Toronto/Vancouver, Canada and Australia via the intermediate points Nadi, Fiji and Honolulu, Hawaii. This authority was most recently granted March 11, 1996 to March 11, 1997.

Re: Applicaiton for Long
Term Wet Lease
On April 25, 1997, Miami Air International, Inc.("Miami Air") applied for a long-term wet lease to Aerolineas Argentinas as a replacement carrier for HCL Aviation, Inc. d/b/a AvAtlantic among the points set out above. Miami Air stated that it will operate on an ad hoc basis for Aerolineas Argentinas prior to commencement of operations on August 1, 1997 under their long-term wet lease agreement. In the event that Miami Air does not have aircraft available to perform either the ad hoc operations or the services under the long-term wet lease agreement, Aerolineas Argentinas and Falcon have agreed that Falcon will perform subservice for Miami Air.- Falcon will use the same type of aircraft (B-727-200) with the same capacity (173 pax) as Miami Air.

Re: Long-Term Wet Lease to
Aerolineas Argentinas
As was the case in operation of the AV Atlantic wet lease, Aeolineas Argentinas will operate its own B-747 from Buenos Aires to Miami. The Agreement provides for operation of B-727-200 passenger aircraft by Miami Air with 173 seats on the following routings beyond Miami: MLA-YYZ-MIA MIA-PUJ-SJU-PUJ- MIA MLA- C UN- MEX- C UN - MIA MIA-YYZ-YMX-YYZ-MIA MIA-CUN-PUJ-CUN-MIA MIA-S}U-SXM-SJU-MIA MIA-CUN-MEX- CUN- MIA

Renewal of Statement of Authorization No. 97-22
USA Jet requests renewed authority to operate daily allcargo service between and among Panama City, Panama, San Jose, Costa Rica, and Guatemala City, Guatemala, pursuant to its longterm wet lease agreement with DHL de Guatemala, S.A. USA Jet will continue operating this service with one of its DC-9-15F aircraft. USA Jet will maintain full operational control of the aircraft and will retain responsibility for aircraft maintenance. USA Jet anticipates that this wet lease extension will be effective for a period of up to 90 days after the June 12 expiration of Statement of Authorization No. 97-22.
