We determined that in light of our open-skies relationship with Austria and our overall positive aviation relationship with Mexico, it would be consistent with the public interest to grant the Aeromexico-Austrian request. We also note that on February 25, 1998, we granted an analogous, albeit unopposed, request by Aeromexico to carry Swissair's code in the Cancun-Atlanta market, for Swissair's scheduled services to and from Switzerland, for a period of 179 days, which is through August 23, 1998. We note, however, that while we are actively pursuing a liberal code-sharing arrangement with Mexico that would include code-share opportunities for carriers of both countries with third-country airlines, to date we have not reached a satisfactory accord with Mexico on this issue. Against this background, we have decided to limit the duration of our award here to August 23. 1998.
Furthermore, we put Aeromexico and its code-share partners on notice that, should we not be able to reach an acceptable code-share arrangement with Mexican authorities by the expiration date of these authorities, they should not anticipate extension of their extant code-share authorizations for U.S. operations with thirdcountry carriers.

Mexicana plans eight roundtrip public charter flights between Miami and Nassau during the period May 5 through 28, 1998 on behalf of Wilson International. These flights will carry eligible passengers destined for Havana. At the appropriate time, Mexicana will request amendment of this operating authority to permit the flights to operate nonstop between Miami and Havana.

The flights to be operated under the long-term wet lease arrangement involve roundtrip freighter service between Chile and the United States via intermediate points authorized to Fast Air, as more fully described below. Tower Air is requesting authority for a one-year period commencing as soon as possible. Tower Air is a certificated U.S.-flag airline operating scheduled and charter passenger and freighter service with B-747 aircraft throughout the world.

Provides notice of a change to its cargo flights RG 960/961 on Sunday March 29, 1998 and Monday March 30, 1998 due to delays with its wet leased aircraft. On March 29, 1998 RG 961 will operate as scheduled, leaving JFK in the evening and arriving in Brazil the next morning. Flight RG 960 will depart Brazil on the morning of March 30, 1998 for the return trip to New York. Due to mechanical problems with the wet leased 747 aircraft, these flights will operate with an L-1011 freighter.
