Statement of Authorization

Operate a one-way all-cargo charter flight from Luxembourg to Richmond on behalf of its charterer, Air Sea Broker Ltd. In addition to the application for a Statement of Authorization, Air Foyle Limited ("Air Foyle"), as agent for Antonov, hereby applies for a Special Authorization under 14 C.F.R. Part 216, to allow Antonov to commingle the Luxembourg-Richmond traffic with blind sector traffic that will be carried from Luxembourg to Mexico City. The aircraft that will operate the charter flight from Luxembourg to Richmond (UR 82027) is scheduled to proceed to Mexico City to unload additional Luxembourg-originating cargo, which consists of 70-80 tons of automobile parts, on behalf of the same charterer, Air Sea Broker.

Today the Department granted the request of VASP to continue to wet lease equipment to Ecuatoriana for Ecuatoriana's scheduled services between Ecuador and the two U.S. coterminal points Miami and New York, through May 16, 1998. Also, the Department deferred action on the remainder of VASP's request; that is, to continue the wet-lease operation through March 17, 1999.
