Operate a one-way all-cargo charter flight from Luxembourg to Richmond on behalf of its charterer, Air Sea Broker Ltd. In addition to the application for a Statement of Authorization, Air Foyle Limited ("Air Foyle"), as agent for Antonov, hereby applies for a Special Authorization under 14 C.F.R. Also, the Department deferred action on the remainder of VASP's request; that is, to continue the wet-lease operation through March 17, 1999.
