Aeromexico flights between Mexico City, Mexico and New York, New York for the purpose of
transporting Austrian Air traffic between Austria and Mexico Cltv. The authorization is
requested
for one year. Aeromexico and Austrian Air desire to implement the code share/blocked space
service on or about March 29, 1998. Thus. a waiver of the 45-day notice requirement is
requested. Given the need to prepare for implementation of the service, Aeromexico intends
to
poll the U.S. airlines and will report the results to the Department.

Pursuant to Section 375.70 of the Department's regulations, British Airways respectfully requests authorization to provide free transportation from New York (JFK) to Battle Creek, Michigan and from Battle Creek to New York to up to 100 passengers on March 7, 1998. The requested authorization is necessary to enable British Airways to transport British Airways employees, members of the press, government and university officials and other British Airways guests from New York to Battle Creek and from Battle Creek to New York on the Concorde. The proposed flight is being operated in recognition of the first group of British Airways cadets to be trained at the Western Michigan University School of Aviation Sciences International Pilot Training Centre and sixteen cadets will travel to Battle Creek on the Concorde. The March 7 flight to W.K. Kellogg Airport in Battle Creek also will represent the first Concorde visit to southwest Michigan.

United's comments are directed only to KLM's request for renewal of its authority to serve Bucharest, Romania, from Amsterdam, in conjunction with its code-share service with Northwest. United takes no position with respect to KLM's other requests in the above-referenced application.
Like KLM and Northwest, United and Lufthansa anticipate that the Department soon will invite applications for the third-country code-share designations available effective April 1, 1999. United and Lufthansa also intend to apply for one of the available designations. Thus, United does not object to KLM's request for renewal of its Bucharest authority as long as the Department's action has no effect on the ultimate decision as to which carrier partnerships will be selected to operate U.S.-Romania code-share service under the transitional provisions of the U.S./Romania bilateral agreement.

NAA has entered into an agreement to operate subservice on behalf of Aerolineas upon request when its aircraft is undergoing scheduled or unscheduled maintenance. This Agreement enables NAA to perform such ad hoc subservice flights under terms which have been reviewed by the FAA on short notice.

Re: Application for Statement of Authorization
Statement of authorization so that SIA may display Air India's "Al" airline designator code on its own Singapore-Los Angeles flights. Under this arrangement, Air India would hold out through service between India and Los Angeles. Air India would not be marketing Fifth Freedom service between the United States and Singapore. This arrangement would be effective as of mid-March.
Both SIA and Air India have, or are in the process of obtaining, authority to provide the service in question. SIA already holds broad "Open Skies" authority to serve the United States, which includes SIN-LAX authority. SIA needs no additional economic authority from the Department. Under the 1995 U.S.-India MOC, Los Angeles is an authorized point for service by Indian carriers. Air India is in the process of applying to the Department for an exemption which would authorize it to serve Los Angeles via Singapore.
