On February 12, 1998, United Airlines filed an answer in the proceedings requesting the Department to defer a ruling on the applications until such time as Canada eliminates its single designation policy for Latin America services.United's Answer is the third attempt in four months to have the United States inject itself in the sovereign designation decisions of Canada.
