As amended, this authorization allows American to place the "CP" code on all flights operated by American or American Eagle (Executive Airlines, Inc., Flagship Airlines, Inc., Simmons Airlines, Inc., and Wings West Airlines, Inc.) between points in the United States, on the one hand, and Belize City, Belize; San Jose, Costa Rica; San Salvador, E1 Salvador; San Pedro Sula and Tegucigalpa, Honduras; Guatemala City, Guatemala; Managua, Nicaragua; Panama City, Panama; and Santo Domingo, Puerto Plata, and La Romana, Dominican Republic; on the other, connecting with flights displaying the "CP" code operated by Canadian, American, or American Eagle between the United States and Canada.
We decided to grant the requested renewal. While we carefully reviewed the situation in light of United's submission, we still concluded that renewal of the requested authority was consistent with the public interest. As noted previously, the U.S.-Canada Aviation Agreement specifically provides for these codeshare operations and the American/Canadian International services make use of these valuable opportunities. Contrary to United's arguments, the upcoming bilateral discussions between the Governments of Canada and the United States do not support its request for deferral. Should Canada choose as a result of these discussions or otherwise to modify its internal policy regarding designation of Canadian airlines for international services, the appropriate action for the Department would be to authorize such additional services, not to withhold approval of those that are now specifically provided for under the aviation agreement.

Continental Micronesia anticipates operating 10 one-way charters between the United States and Japan during the month of March 1998. Continental requests the allocation of 10 one-way charter frequencies from the charter pool as allowed in Order 92-9-21 for the month of March.
