Re: Changes in the Department's Schedule Filing
Requirements
As you may know, delegations representing the Governments of the United States and the
Federative Republic of Brazil met November 17-18, 1997, to discuss various issues related
to
the U.S.-Brazil Air Transport Services Agreement. On November 18, the delegations signed a
Memorandum of Consultations in which they agreed to recommend to their respective
Governments that Annex 1 of the existing Agreement be replaced with a revised Annex 1, and
that such action be concluded by an exchange of diplomatic notes. The delegations further
agreed to recommend that their respective Governments apply the terms of the revised Annex
I
on the basis of comity and reciprocity pending its formal incorporation into the
Agreement.
Among other things, the revised Annex I contains identical, simplified schedule-filing procedures for carriers of both parties. The Brazilian aeronautical authorities have confirmed by letter to the Department their decision to implement these modified procedures effective January 12, 1998, and the U.S. Government has similarly confirmed that it would do the same.

This flight will transport religious pilgrims to Cuba for the visit of Pope John Paul II. Attached to LACSA's application is a license issued by the Office of Foreign Assets Control specifically authorizing the operation of this flight directly from New Orleans to Havana on behalf of the charterer, St. Joan of Arc Church and its agent, Royal Spain Travel. Filing fees have been waived for Costa Rica.

On October 10, 1997 the Canadian Transportation Agency (CTA) reissued Skyservice's license to reflect a name change from the former Sky Service F.B.O., Inc./Service Adrien F.B.O., Inc. to the new: Skyservice Airlines Inc/Lignes Aeriennes Skyservice Inc., and by diplomatic note dated October 16, 1997 the Embassy of Canada in Washington amended Skyservice's designation to reflect its new name.

Authorization to Codeshare
Under the code share/blocked space agreement, Aeromexico has been carrying United's code on one daily round trip between Mexico City and Miami. The United code may be carried on additional Aeromexico Mexico City-Miami flights and in additional U.S.-Mexico markets as agreed to by the parties in the future and subject to any necessary governmental approvals.
The proposed code-share/blocked space services has permitted United to maintain its competitive presence in the Miami-Mexico City market, and, at the same time, permitted it to free-up an aircraft for service in other markets thereby enhancing the economic productivity of its fleet to the benefit of the traveling public. It also has enhanced the economics of Aeromexico's Miami-Mexico City operations.
