Approval of the proposed wet-lease arrangement is in the public interest because it will enable Air Afrique to maintain its current all-cargo service between Dakar and New York. Air Afrique has no freighter aircraft in its fleet, and Air Afrique provides the only single-plane all-cargo service between New York and Senegal. Thus, the wet-lease arrangement between Emery Air and Air Afrique will provide substantial benefit to the shipping public. In exercising its authority through a wet-lease arrangement with Emery Air, Air Afrique will provide significant economic benefits to a U.S. carrier through increased utilization of Emery Air's aircraft resulting in additional revenue for Emery Air.
