April 2, 2003 ExpressJet plans to initiate seasonal Houston-Manzanillo flights in December using Embraer regional jet aircraft. No other U.S. carrier is currently providing scheduled combination service between Houston and Manzanillo. Thus, designating ExpressJet will not preclude any other carrier from offering Houston-Manzanillo service since another designation will remain available. ExpressJet will offer the only nonstop flights between Houston and Manzanillo, and designating ExpressJet will provide travelers and shippers with new U.S.-Mexico service options and expand competition among the U.S. and foreign carriers serving Mexico. January 28, 2004 Re: Request for Designation - Houston-Oaxaca/Pueblo/Toluca and San Antonio/McAllen-Mexico City Asks the Department to designate it for Houston-Oaxaca/Puebla/Toluca and San Antonio/McAllen-Mexico City scheduled combination service. ExpressJet plans to initiate seasonal Houston-Oaxaca and Toluca flights June 10, 2004; Houston-Puebla flights May 2, 2004 and San Antonio and McAllen-Mexico City Rights April 4, 2004, using Embraer regional jet aircraft. No other airline is currently providing scheduled combination service between Houston and Oaxaca, Puebla or Toluca or between McAllen and Mexico City. Thus, designating ExpressJet will not preclude any other carrier from offering service on these routes since another designation will remain available on each route. ExpressJet will offer the only nonstop flights between these U.S. and Mexican points, and designating ExpressJet for these routes as well as for San Antonio‑Mexico City will provide travelers and shippers with new U.S. ‑Mexico service options and expand competition among the U.S. and foreign carriers serving Mexico.
