In a perfect world, all carriers would be able to add as many flights as they desired in order to meet demand and hopefully such a system will eventually come about. However, in the meantime we must remember that adoption of the IATA Guidelines will neither enhance competition nor promote the efficiency of the aviation system. Therefore, until airports can handle unlimited growth, government requirements must keep available opportunities for new entry and expansion of limited incumbents and the IATA Guidelines must not be adopted for domestic service.
