We appreciate your prompt consideration of this Preliminary Application. The City of Chicago is now recognized nationally and internationally as a leader in the privatization of transportation infrastructure assets. We are confident that the thoughtful and rigorous process described in the Preliminary Application will result in the selection of a highly qualified private operator and will provide for the privatization of Midway Airport in a manner that is responsive to the goals and objectives of the Pilot Program. Moreover, we are confident that Midway Airport is an exceptionally strong candidate for participation in the FAA Pilot Program and its successful privatization may serve as a template for subsequent airport privatizations under the Pilot Program.
