November 22, 2002 Notice of Termination of Service Essential Air Service at Quincy, Illinois / Hannibal, Missouri

Air Wisconsin decided to enter the Quincy/Hannibal-Chicago market in 2000 at a time when the United network was still expanding. United and Air Wisconsin made a commitment to serve the market for a two-year period in order to give it a fair chance to succeed. Unfortunately, one year into the trial period, the events of 9/11 forced United to act quickly and decisively to restructure its network in order to reduce its unprofitable operations. In the wake of 9/11, United and its commuter partners were forced to eliminate commuter services to several cities such as Mobile, AL, Bristol/Johnson City, VA/TN, Staunton, VA, Newport News, VA, Lynchburg, VA, Yakima, WA, Santa Rosa, CA, Bellingham, WA and others.  At that time, United and Air Wisconsin also considered eliminating service to Quincy/Hannibal but, in view of their two-year commitment, the carriers decided to stay the course. In a further effort to find a service pattern that could succeed, Springfield was added as an intermediate stop for traffic support and, later CRJ equipment was substituted for turboprops. Unfortunately, even with this additional traffic support and equipment upgrade, the service continued to impose unacceptable losses on the United network at a time when it was required to curtail its unprofitable operations severely.

Trans States Airlines d/b/a American Connection also serves Quincy/Hannibal, operating multiple daily nonstop services between Quincy/Hannibal and St. Louis.

Order Allowing Suspension of Service 90-Day Notice of Termination at Quincy, Illinois/Hannibal, Missouri

We will allow Air Wisconsin to suspend its service at Quincy/Hannibal as of January 7, in keeping with an understanding among the carrier, the community, and the Department. By Order 2000-9-22, September 21, 2000, we granted Air Wisconsin's request for exemptions from the 90-day notice and hold-in requirements contained in 49 U.S.C. 41734 in the event that it decided to discontinue service at Quincy/Hannibal any time after December 31, 2002. Instead, Air Wisconsin's service at the community beyond that date would be subject to a notice period of just 45 days, with no hold-in obligation whatsoever. The Mayor of Quincy was amenable to Air Wisconsin's exemption request at the time, and does not object to Air Wisconsin's notice now.
