Hereby applies for exemption authority to conduct scheduled foreign air transportation of persons, property and mail between the coterminal point Harbin, People's Republic of China and Los Angeles. China Eastern currently holds permit authority under DOT Order 92-11-7 to conduct operations between the coterminal points Beijing, Guangzhou and Shanghai via Tokyo or another point in Japan to the coterminal points Chicago, LA, San Francisco and Honolulu or Seattle. China Eastern plans to commence its service to Harbin as an intermediate point on its Shanghai-Los Angeles flights. China Eastern is, concurrently with the filing of this Application, filing a Motion to Shorten Answer Period for this Exemption Application.

Motion of China Eastern Airlines Corporation Limited to shorten the answer period of the application, from fifteen (15) days to five (5) days, or until and including November 18, 2002.
In its corresponding Application in this docket, China Eastern is seeking an exemption from 49 U.S.C. § 41301 in order to conduct scheduled foreign air transportation of persons, property and mail between the coterminal point Harbin, People's Republic of China and Los Angeles. China Eastern seeks to shorten the answer period so that it may begin to market and sell the service as soon as possible. All parties on the service list will be served by facsimile with a copy of this Motion and the corresponding Application of China Eastern for an Exemption. China Eastern will poll all parties on the service list and notify the Department of the results.
