Bahamasair requests exemption authority to engage in scheduled combination service between Miami, Florida (MIA) and Grand Turk, Turks and Caicos Islands (GDT), on a non-stop basis. The proposed MIA-GDT service will be operated two days per week using Boeing 737 equipment.

In light of the foregoing objection of Lynx Air International, Lynx Air International makes motion and respectfully requests that Bahamasair's application be denied. Furthermore, Lynx Air International respectfully requests that the government of the United States encourage the governments of the Bahamas and the Turks and Caicos Islands to grant to Lynx Air International its pending applications for landing rights.

The concerns expressed by Lynx that the new Bahamasair service might undermine its current operations to Grand Turk are inconsequential. The Government of Turks and Caicos has determined that since the service provided by Lynx is not sufficient to meet its country's requirements for air transportation and that the public interest supports the designation of Bahamasair to provide additional service. There is no reason to assume that Lynx cannot continue to operate its niche service profitably from Ft. Lauderdale, or that Bahamasair's new operations from Miami will not be successful and contribute the economic benefit anticipated by the Turks and Caicos' authorities.

In addition to this new Miami-Grand Turk service, Bahamasair has been asked by the Government of the Turks & Caicos Islands to provide service between Miami and Providenciales. At present, only American Airlines provides scheduled service between Miami and Providenciales, operating two daily round-trip flights. The Government of the Turks & Caicos Islands has asked Bahamasair to supplement American's existing service so that the demand for air transportation between Miami and Providenciales, particularly during peak travel periods, may be fully accommodated.  Bahamasair proposes to serve Providenciales as a coterminal point on its Miami-Grand Turk service. Accordingly, Bahamasair plans initially to operate two round-trips per week over the following route: Miami-Grand Turk-Providenciales-Miami. As indicated in Bahamasair's exemption application filed in this docket on November 4, 1998, Bahamasair will use Boeing 737 aircraft.

As stated in Bahamasair’s prior applications in this docket, Bahamasair is providing this service between the United States and the Turks & Caicos Islands at the request of the Government of the Turks & Caicos Islands. No other carrier provides scheduled passenger and cargo service between Miami and Grand Turk. The only other carrier that provides scheduled passenger and cargo service between Miami and Providenciales is American Airlines, which currently operates two daily round-trip flights in the market. The Government of the Turks & Caicos Islands asked Bahamasair to supplement American’s existing service so that the demand for air transportation between Miami and the Turks & Caicos Islands, particularly during peak travel periods, may be fully accommodated. 

Bahamasair, the flag carrier of The Bahamas, currently holds a foreign air carrier permit which authorizes it to provide scheduled foreign air transportation of persons property and mail "[b]etween a point or points in The Bahamas Islands and the coterminal points Atlanta, Georgia; Chicago, Illinois; Detroit, Michigan; Houston and Dallas, Texas; Palm Beach, Fort Lauderdale, Miami, Tampa, and Orlando, Florida; Newark, New Jersey; New Orleans, Louisiana; Memphis and Nashville, Tennessee; and Charlotte, North Carolina." DOT Order 87-8-55. On August 21, 1992, Bahamasair filed an application to renew and amend its foreign air carrier permit, and subsequently filed further proposed permit amendments. That application, as amended, is still pending.
