On August 24, 2000, Express Airlines I, Inc., d/b/a Northwest Airlink (Northwest Airlink), filed a 90-day notice of its intent to suspend its subsidy-free service at Owensboro, KY, Muscle Shoals, AL, and Jackson, TN, effective November 22, 2000. By Order 2000-10-3, October 2, 2000, the Department prohibited Northwest Airlink from suspending service at the communities for an initial 30-day period, through December 22, 2000, and stated that we would issue subsequent 30-day hold-in orders until we could secure replacement service. We recently issued Order 2001-3-21, selecting Corporate Airlines to provide service at Jackson and Owensboro. That service began on May 1, 2001. At Muscle Shoals, we have extended Northwest Airlink's service obligation for additional 30-day periods, the latest through July 23, 2001, by Order 2001-6-21.
Corporate has submitted a proposal to replace Northwest Airlink at Muscle Shoals. However, since this case will not be completed before the end of the current hold-in period, and as required by 49 U.S.C. 41734, we must continue to hold Northwest Airlink in at Muscle Shoals for an additional 30-day period.

Because a $50 million budget can no longer cover the program's current commitments, the Administration's budget proposal also includes a proposal to revise some of the standards under which communities are ineligible for subsidy-supported scheduled air service. Under the proposed revisions, communities would not be eligible if they are:
The statutory prohibition against continuing to subsidize communities requiring subsidy of more than $200 per passenger, except for exceptionally isolated points, would remain unchanged. The proposed revisions would allow the Department to continue to meet its core obligation of ensuring that truly isolated communities continue to receive at least a minimum level of scheduled air service and thereby remain connected to the national air transportation system. At the same time, it would curtail spending for local service at communities that are within reasonable driving distances of service at other airports.
In light of the program's current spending rate and the Administration's budget proposal, we have decided to issue this statement of proposed policy now, to give the communities and carriers ample notice of the program reductions that we will implement in the event that Congress enacts them into law. Those reductions will result in the termination of subsidy at the 17 communities listed below as of October 1, 2001 -- the first day of fiscal year 2002 -- and will allow the carriers providing subsidized service at those communities to discontinue service on the same date, if they choose, without the need to provide individual notice. Implementation of the reductions at the very outset of the next fiscal year is necessary for program spending to remain within the proposed $50 million budget. Waiting to initiate the process until Congress has already acted could delay implementation of the reductions and require us to make even deeper program cuts, affecting more communities, in order to remain within our budgetary constraints.

As a result of the Department's Order 2000-10-3, Express Airlines I (Express 1) was compelled to provide essential air service at the above-captioned points and is entitled to subsidy for such service. With respect to Owensboro, Kentucky and Jackson, Tennessee, Express I is entitled to subsidy for essential air services provided beginning on November 22, 2000, the date upon which Express I's 90-day notice elapsed and Order 2000-10-3 compelled Express I to continue service, through April 30, 2001, the date upon which Express I terminated service pursuant to Order 2001-3-21, selecting Corporate Airlines, Inc. to provide replacement service effective May 1, 2001. With respect to Muscle Shoals, Alabama, Express I provided essential air service beginning November 22, 2000, pursuant to Order 2001-10-3, through February 21, 2002, pursuant to Order 2002-1-1. Attached are Express I's detailed subsidy reimbursement proposals for provision of the above-described services.
In addition, attached is Express I's subsidy proposal for continued essential air service at Muscle Shoals, Alabama, at a level of two or three roundtrip flights per day. Express I proposes to operate the proposed Muscle Shoals essential air service using 33-seat Saab 340 aircraft, as it does currently.

By Order 2002-7-3 8, July 30, 2002, the Department established a short-term annual subsidy rate for Express's hold-in service at Muscle Shoals. The carrier subsequently changed its name to Pinnacle Airlines Corp (Pinnacle). The staff and carrier agreed to two-tiered annual rates of $1,172,033, effective November 22, 2000, through September 10, 2001, and $1,284,408, effective September 11, 2001, until further Department action. Mesaba Aviation (Mesaba), another Northwest Airlink carrier, took over the Muscle Shoals-Memphis route on September 2. 2002.
Although we have received proposals, this case will not be completed before the end of the current hold-in period, and, as required by 49 U.S.C. 41734, we must hold Mesaba in at Muscle Shoals for an additional 30-day period.

We have decided to select Mesaba to provide subsidized EAS at Muscle Shoals for a new two-year period, commencing on the first day of the month following the service date of this order. While we have taken into consideration the community’s preference for Corporate, the core purpose of the EAS program, since its inception in 1978 with the passage of the Airline Deregulation Act, is to ensure that each eligible community receives access to the nation’s air transportation system. In this case, we find that both carriers are fully capable of providing reliable EAS. Each carrier has a code-sharing relationship with a major carrier at its hub, each would serve a major hub airport, and each has an excellent record of serving small communities. Mesaba would offer larger, 34-seat aircraft while Corporate would offer an additional round trip, but with 19-seaters. Given the fact that each carrier would afford significant service benefits to passengers at Muscle Shoals, we believe that the almost $300,000 difference in subsidy cost weighs decisively in favor of the selection of Mesaba. While the community would prefer higher frequency service to St Louis, albeit with smaller aircraft, we do not believe that the difference between the applicants’ proposed service justifies the expenditure that would be required to select Corporate’s proposal. We will therefore select Mesaba to serve Muscle Shoals for a two-year period at the proposed subsidy rate of $1,284,408 per year. Service will consist of two round trips on weekdays and three on weekends to Memphis with 34-seat, Saab 340 aircraft.

We expect proposals consisting of service, at a minimum, with two-pilot, twin-engine aircraft with at least 15 passenger seats, and offering 13 round trips a week to Memphis, or another suitable hub. Such service is consistent with what the community currently receives, and generally satisfies its essential air service requirements

Proposal of Mesa Air Group d/b/a Air Midwest to Provide Essential Air Service
Mesa Air Group, Inc. d/b/a Air Midwest is pleased to submit a proposal to provide Essential Air Service at Muscle Shoals, Alabama. Mesa's proposed option would involve air service to Nashville.
All operations proposed would utilize our modem fleet of Raytheon/Beecheraft B‑1900D airliners. These aircraft offer a very comfortable 19‑seat, pressurized cabin with two turboprop engines. Mesa has a long history of offering Essential Air Service throughout the country, from Arizona to New York. Mesa plans on operating the service as Mesa Airlines, while pursuing all available options for future code share opportunities in Nashville.
We believe that Nashville, with a large presence from Southwest Airlines, is a much more cost effective hub for our customers to fly thru than Memphis. That, tied together with Mesa's commitment to providing its communities with a cost effective ticket, will hopefully facilitate an increase in passengers in Muscle Shoals throughout the term of the EAS contract.

Our entire city council was unanimous along with other entities in the Shoals Area in support of Mesaba Aviation Inc. dib/a/ as Northwest Air Link. We are happy with the aircraft, the dependability and the code share capability with Northwest Airlines. We believe that this is the best fit and service for our region. We would also like to continue conversation and any assistance on an earlier or later flight to grow our service boarding.

Order Reselecting Carrier and Establishing Subsidy Rates
By this order, the Department is re-selecting Mesaba Aviation, Inc. d/b/a Northwest Airlink, to provide subsidized essential air service for the two-year period beginning February 1, 2005, at an annual rate of $1,364,697.
Air Midwest's proposed service to Nashville would not be provided under a codeshare arrangement and, thus, would not offer the Muscle Shoals community similar benefits.
We have always given great weight to the applicants' relative subsidy requirements. Here, Mesaba's proposal requires $184,000 more in subsidy than Air Midwest's. While we recognize that the two service proposals are not identical (Mesaba's would, e.g., offer service with a larger aircraft), and that Mesaba's subsidy is only six percent higher than the current rate, we are concerned about the higher cost of Mesaba's proposal. Nonetheless, we conclude that the higher costs of Mesaba's proposal do not outweigh the other factors, described above, all of which point toward the selection of Mesaba. We expect the community to continue to work diligently with Mesaba in an effort to raise traffic levels and, thus, reduce future subsidy requirements.

Order Approving Alternate Service Pattern
By Order 2005-2-11, the Department re-selected Mesaba Aviation, Inc. d/b/a Northwest Airlink, to provide two nonstop round trips on weekdays (three over the weekend) to Memphis with 34-seat Saab 340 aircraft for the two-year period beginning February 1, 2005, at an annual rate of $1,364,697.
On March 16, 2006, Mesaba requested that it be allowed to replace one of the nonstop round trips with two one-stop round trips for the same subsidy rate. In addition, under Mesaba’s proposal, the carrier would overnight the aircraft at Muscle Shoals, thereby providing an early morning departure from Muscle Shoals to Memphis, via Tupelo. By letters dated March 16, 2006, the Mayor and airport manager of Muscle Shoals fully support Mesaba’s proposal, each stating “[We] wholeheartedly support Northwest’s new schedule and look forward to working with Northwest Airlink to make this a successful venture.”
The Department approves the alternate service pattern requested by Mesaba Aviation, Inc. d/b/a Northwest Airlink, to provide essential air service at Muscle Shoals, Alabama.
we will allow Mesaba to replace one of its weekday nonstop round trips with two one-stop (at Tupelo) round trips. On weekends, Mesaba may replace any or all (or none) of its three non-stops with one-stops. From a billing standpoint, we will compensate Mesaba’s one-stop flights at one-half the nonstop rate of $1,040.96 established in Order 2005-2-11, or $520.48.

By Order 2005-2-11, February 16, 2005, the Department selected Mesaba Aviation, Inc., d/b/a Northwest Airlink, to provide essential air service at Muscle Shoals for the two-year period ending January 31, 2007, by operating 13 nonstop round trips a week to Memphis with 34-seat Saab 340 aircraft at a subsidy of $1,364,697 annually. Recently, by Order 2006-3-16, March 21, 2006, the Department approved an alternate service pattern, proposed by Mesaba and supported by the community, to replace one nonstop round trip on weekdays with two one-stop round trips via Tupelo, Mississippi, and each of any number of the three nonstop round trips on weekends with two one-stop round trips via Tupelo, at the same annual subsidy.
As the end of the current rate term approaches, we are here requesting proposals from carriers interested in providing service at Muscle Shoals, with or without subsidy, for the two-year period beginning February 1, 2007. Carriers should file their proposals within 30 days of the date of service of this order.
With respect to Muscle Shoals specifically, we expect proposals consisting of service, at a minimum, with two-pilot, twin-engine aircraft offering at least 15 passenger seats. The community's essential air service determination, as last established by Order 1994-5-6, May 6, 1994, required a minimum of two nonstop or one-stop round trips each weekday and weekend to either Atlanta or Memphis, providing a total of at least 50 inbound and outbound seats. Consequently, we are here requesting proposals contemplating 18 round trips a week with 19-seat aircraft, or at least 12 round trips a week for larger aircraft, such as Mesaba currently operates, to Atlanta, Memphis, or some other suitable hub.
By this order, the Department is requesting proposals from carriers interested in providing essential air service at Muscle Shoals, Alabama, for the two-year period beginning February 1, 2007.

In response to the Department’s Order 2006-8-10, Mesaba Aviation, Inc., doing business as Northwest Airlink, is enclosing two detailed subsidy proposals for essential air service at Muscle Shoals, AL.
Option #1 - a level of two roundtrip, non-stops per day using 34-seat Saab 340 aircraft from Northwest’s MEM hub:

DOT Letter to Mayor of Muscle Shoals Requesting Comments
As you know, by Order 2006-8-10, August 11, 2006, the Department requested proposals from carriers interested in providing scheduled air service at Muscle Shoals, with or without subsidy, for a new two-year period beginning February 1, 2007.
In response to our request, we have received a proposal from one carrier, Mesaba Aviation, Inc., d/b/a Northwest Airlink.
We would appreciate receiving your final comments on Mesaba's proposal before we make our recommendation to the Assistant Secretary. We ask that you submit your comments within two weeks of receipt of this letter.

City of Muscle Shoals in Support of Northwest Airlink Option 2
I am requesting that the U.S. Department of Transportation approve option 2. We believe that we are increasing our boarding using this schedule and continue to have a good relationship with Mesaba d/b/a Northwest Airlink. We have our first clients at the Shoals research Airpark and need commercial passenger air service.

Order Selecting Carrier and Establishing Subsidy Rate
By this order, the Department is selecting Mesaba Aviation, Inc. d/b/a Northwest Airlink, to provide essential air service at Muscle Shoals, Alabama, for a new two-year period beginning February 1, 2007, at a subsidy of $1,504,929 annually. The choice is clear, since Option 2 is preferred by the community and requires less subsidy.

As the end of the current rate term approaches, in order to provide sufficient time to complete the carrier-selection process before the current contract expires, we are here requesting proposals from carriers interested in providing service at Muscle Shoals, with or without subsidy support, for the two-year period beginning February 1, 2009. Carriers should file their proposals no later than October 1.
Proposals should offer service with sufficient capacity to accommodate historical levels of traffic and, at a minimum, should be provided with two-pilot, twin-engine aircraft with at least 15 passenger seats. Specifically for Muscle Shoals, we are requesting proposals for service consisting of three round trips a day (18 a week) to Memphis or any other suitable hub with connections to the national air transportation system with 19-seat aircraft or two round trips a day (12 or 13 a week) with 30-seat or larger aircraft. Further, if carriers propose to serve Muscle Shoals with an intermediate stop (as Mesaba currently does via Tupelo), we would consider authorizing subsidy for an additional round trip.

As you know, by Order 2008-9-4, issued September 2, 2008, the Department solicited proposals from air carriers interested in providing essential air service at Muscle Shoals in anticipation of the end of the current contract on January 31, 2009. At this stage, we would normally ask for your preferences for various carriers and service options. However, in response to that order, Mesaba Aviation, Inc. was the only carrier to submit a proposal. Nonetheless, we want to give you an opportunity to submit any final comments for the record that you may have before we make a carrier-selection recommendation.
Mesaba (the incumbent) proposes to continue to operate 19 round trips a week to Memphis International Airport with 34-seat Saab 340 aircraft, at the annual subsidy rate of $1,782,928. Additionally, Mesaba would continue to operate one weekday flight on a nonstop basis, and the remainder of the flights would be operated with an intermediate stop at Tupelo, Mississippi. Mesaba's service is operated as Northwest Airlink, under a codeshare agreement with Northwest Airlines.
My purpose in writing to you at this time is to give you an opportunity to submit any final comments you might have on the carrier's subsidy proposal. We request that you review this information as expeditiously as possible and submit any comments you may have as soon as possible, but in any case no later than October 21, 2008.
