OST-00-7751 March 6, 2003 Re:  Objection of American Airlines to Waiver Blanket Statements of Authorization

American Airlines, Inc. hereby objects to the request submitted on March 5, 2003 by United Air Lines, Inc. and Tyrolean Airways for a waiver of the 30-day notice requirement to begin codeshare services between Vienna and Skopje, Macedonia.

On January 21, 2003, American applied for exemption authority to serve Macedonia (and Yugoslavia) via Zurich under its codesharing arrangement with Swiss (OST-2003-14319). That application was unopposed, yet remains pending. Accordingly, American objects to special treatment for United/Tyrolean to serve Macedonia at a time when the Department has failed to act on American's Macedonia application in OST-2003-14319.

On February 6, 2003, Swiss submitted 30-day notice of Zurich-Skopje codeshare service with American in the American/ Swiss blanket codeshare authorization docket, OST-2002-12001.

OST-00-7751 March 6, 2003 Re:  Polling Letter Blanket Statements of Authorization

We have polled the representatives of all carriers on the service list attached to the Notice of United Air Lines, Inc. and Tyrolean Airways and Request for Waiver filed in the above referenced docket on March 5, 2003. All carriers' representatives have advised us that they have no objection to the granting of the request for a waiver of the 30-day notice requirement.  American Airlines filed an objection on March 6, 2003, but notified Counsel for United via e-mail on March 14, 2003, that it withdraws that objection.  OST-03-14319

30-Day Notice of Additional Codesharing and Codeshare Integration

In an effort to more fully integrate their code-sharing operations, hereby notify the Department that any 30-day notice provided to the Department for code-share service between United and any Austrian Airlines Group carrier under their blanket code-sharing authority should be deemed notice given for all of the affiliated carriers of the Austrian Airlines Group. This will enable United and the Austrian Airlines Group carriers to provide a single 30-day notice of any additional code-sharing that any of the carriers may undertake under their code-share arrangements. Consolidation of the carriers' code-share notifications will alleviate unnecessary administrative burdens on United, the Austrian Airlines Group, and the Department itself, and permit routine schedule changes as necessary to enable the Austrian Airlines Group carriers to more efficiently allocate fleet resources between the Group's member carriers. Summaries of the existing authorized code-share service points, where either Austrian, Lauda, or Tyrolean may operate by carrying United's designator code and where United may operate by carrying Austrian's or Lauda's designator code, are included as Attachments A and B.

The only new city pair not already noticed is Washington‑Zurich in Attachment B
