By this order, we make final our tentative decision to (1) select Delta Air Lines, Inc., Northwest Airlines, Inc., and United Air Lines, Inc., to serve Bucharest, Romania, under code-share arrangements with third-country carriers beginning April 1, 1999, and (a) select Continental Airlines, Inc., to serve Bucharest, Romania, under code-share arrangements with third-country carriers beginning November 1, 1999.
